Site work and new construction of a mixed-use development in Portland, Texas. Working plans call for the construction of a 87,000-square-foot, two-story above grade, 1,300-seat theater / auditorium; and 87,000-square-foot, one-story above grade educational facility.
As of January 6th, 2026, the owner has selected a Construction Manager. A timeline for construction has not yet been established. The project involves the construction of a new Visual & Performing Arts and Career & Technical Education (CTE) Building at Gregory-Portland High School, covering approximately 87,000 gross square feet. The estimated construction budget is $65,000,000. The multipurpose facility includes a theater with about 1,300 seats on two levels, alongside support spaces and CTE areas dedicated to AV, Media, Technology, Academic, Administrative, and Community functions. The Construction Manager at Risk (CMAR) will provide both pre-construction and construction phase services. Pre-construction services will require design assistance, cost savings recommendations, constructability reviews, value engineering, scheduling, phasing, and logistics planning. The CMAR will participate in design meetings, review schematic and construction documents, manage subcontractor procurement, and deliver multiple cost estimates for each design phase. During construction, the CMAR is expected to execute the work in accordance with the Guaranteed Maximum Price (GMP) contract and after receiving Notice to Proceed. The CMAR solicitation will result in a single award to one contractor. The contract form will be the "Standard Form of Agreement between Owner and Construction Manager as Contractor Where the Basis of Payment is the ..." Proposals must be submitted in a sealed envelope or box, marked with the RFP number, and include five paper copies and one PDF copy on a flash drive or thumb drive. Proposals submitted by email, facsimile, or verbally will not be accepted.
