Electronic bids will be received for the project "HBH Chiller Replacement" at 3000 Erie Street South, Massillon, Ohio 44646. Bidders may submit requests for consideration of proposed substitutions for specified products, equipment, or services no later than 10 days before the bid opening. Only approved substitutions by written Addendum will be accepted. Bids must comply with the version of the State of Ohio Standard Requirements for Public Facility Construction included in the Contract Documents. Prevailing Wage rates and Equal Employment Opportunity requirements apply. The project is subject to the State of Ohio's Encouraging Diversity, Growth, and Equity (EDGE) Business Development Program, with an EDGE Participation Goal of 10.0 percent. Bidders may be subject to a Pre-Award Affirmative Action Compliance Review, and must indicate in their bid the locations where services will be performed, ensuring compliance with Executive Orders regarding services within the U.S. and prohibiting transactions with Russian institutions. Domestic steel use requirements per Ohio Revised Code Section 153.011 apply. Bidders are encouraged to participate in a Drug-Free Safety Program prior to submitting a bid and must provide related information on the Electronic Bid Form. The Contractor is responsible for scheduling the project, coordinating subcontractors, and providing other services identified in the Contract Documents. The A/E shall respond to RFIs received by 11/28/2025 at 2:00 PM. 2. The A/E shall issue Addenda in response to RFIs that modify or clarify the Contract Documents prior to 72 hours before any bid opening.
