The City of West Hollywood invites Statements of Qualifications from experienced firms to replace or expand the existing Automated Vehicle Storage and Retrieval System (AVSRS) at a City parking garage. The objectives are to improve system performance and output, achieve average vehicle retrieval times of 90 seconds or less during peak periods, ensure core system uptime of at least 99.999%, provide user-friendly interfaces and digital payment, integrate electric vehicle charging in compliance with code, and comply with all relevant codes and standards. The project involves design, engineering, and integration with existing or new building systems; decommissioning and removal of legacy equipment; procurement, fabrication, delivery, installation, and commissioning of the new system; and developing software, integrations, and APIs. Training, long-term operations and maintenance documentation, and multi-year maintenance with performance guarantees are also required. Proposals must address technology architecture, cybersecurity, system integration, O&M strategies, and local support. The vendor must demonstrate at least five years' experience with similar AVSRS projects, provide at least three relevant references, and have local or local-ready service capability. Instructions include submitting an electronic PDF as specified, completing required Excel forms, and adhering to a 20-page guideline for submittals excluding forms and appendices. Submittals must include company profile, project experience, technology narrative, O&M plan, project approach, and other specified documents as listed in the checklists. Minimum qualifications, compliance with technical standards and codes, and a strategy for decommissioning, structural, electrical, safety, and interface requirements must be described. The evaluation criteria include experience, technical approach, financial capacity, service/support, and project management.
