Renovation of a municipal facility in Austin, Texas. Completed plans call for the renovation of a municipal facility.

**As of March 11, 2026, this project has not yet been awarded. A timeline for the award has not yet been established.** The State Preservation Board (SPB) is soliciting proposals to furnish all labor, materials, insurance, equipment, and supervision necessary to perform restoration services on the exterior of the Texas Governor's Mansion and Carriage House. The Texas Governor's Mansion and Carriage House Exterior facades and sealant joints are exhibiting varying degrees of deterioration and are in need of repair, resealing, and repainting. This project aims to clean, repair and failing wood elements, properly prep the surface, provide temporary window inserts for window repair and reglazing, and repaint all wood surfaces according to the specifications and construction drawings located in Attachment A - Project Manual. The State Preservation Board (SPB) is soliciting proposals to furnish all labor, materials, insurance, equipment, and supervision necessary to perform restoration services on the exterior of the Texas Governor's Mansion and Carriage House. This includes: o Wood repair and preservation of deteriorated, rotted, or failing wood elements. (cornices, columns, entablature, paneling, trim, etc.) o Window Repair and Preservation: o Wood window sash and frame repair and removal for reglazing in horizontal plane. o Create temporary window inserts as required. o Wood Window Screen removal, repair, screen material replacement, and reinstallation. o Wood shutter removal, repair, hardware repair, and reinstallation. o Removal and replacement of all UV security film. o Replacement of failing or deterioration of vertical and horizontal caulk and sealant joints. o Minor roof repair. o Masonry repointing. o Painting: o Clean existing painted wood and masonry throughout. o Prep to sound and tight and repainting of exterior existing painted metal surfaces. Gutters, downspouts, vents, window lintels, shutter hardware, shutter dogs, etc. o Prep to sound and tight and repaint all wood elements except doors, and lower and upper east porch flooring. o Repaint repointed and repaired masonry areas. The Texas Governor's Mansion is a secured site and all project personnel working on site must pass a background check. The selected contractor will provide all labor, materials, insurance, equipment, schedule, and supervision necessary to complete the project more fully described in Attachment A: Project Manual. Question Deadline 12/22/2025 Deadline for Submission. Deadline for Submission. All requests, questions, or other communications about this Solicitation shall be made by email in writing to the SPB Procurement department: Email: SPB.Bids@tspb.texas.gov RFP 809-26-0006 This contract is contingent upon the continued availability of funding. If funds become unavailable through lack of appropriations, legislative budget cuts, amendment of the Appropriations Act, state agency consolidations, or any other disruption of current appropriations, provisions of the applicable termination articles in the contract and purchase order shall apply. As part of the required proposal items, the potential contractor is to provide the SPB project manager proposed project schedule. The selected contractor will be required to coordinate with the SPB project manager for phasing the install, site access, work area protection, material delivery, and be flexible working around both sites depending on building operation schedule. See Attachment A: Project Manual for additional site access and scheduling information. Contractor agrees to conduct all its services under the awarded contract by and through appropriate communications with SPB. No work, installation, or other services shall be undertaken by contractor except with the prior written authorization by SPB. Contractor understands and agrees that work, installation or other services performed without prior written authorization of the SPB is considered work outside the scope of the contract and shall be performed exclusively at Contractor's risk. Contractor shall provide service in accordance with requirements specified herein and the resulting contract. Respondents shall submit a bid bond and associated Power of Attorney for the State Preservation Board in the sum of $25,000.00. No other form of security will be accepted. The Bid Bond submitted by the awarded contractor will be held until the contract is executed, and Performance and Payment Bonds subsequently received and approved. Contractor may be required to submit current certificates of insurance, bond documentation and or other proof acceptable to the SPB at the time of notification of a potential award and such proof must be received by the SPB prior to execution of any contract. The SPB, in its sole discretion, may request additional evidence of insurance or bonds coverage as deemed necessary. All questions shall be submitted in writing by email to: SPB.Bids@tspb.texas.gov by the date and time specified in the Schedule of Events. The services provided by the contractor shall begin on a date determined by SPB, no earlier than the date the contract is executed by both parties. The SPB anticipates a nine to ten month schedule to complete this project, beginning in February 2026 and completing in November 2026. Event Site Walkthrough By Appointment Description: A site visit is an opportunity for potential respondents to observe the current conditions of the Texas Governor's Mansion exterior and carriage house. Although SPB may provide tentative verbal answers to questions at the site visit, only answers provided in writing by SPB via addendum and posted on ESBD shall be considered official. To submit a site visit appointment request, please email SPB.Bids@tspb.texas.gov with the names of all attendees, company name, email address and phone numbers for all attendees, and date and time preference. Event bid description: Please notify SPB.Bids@tspb.texas.gov ahead of time if you will be submitting your proposal in person. SPB Office Hours are Monday to Friday 8:00 a.m. to 5:00 p.m. Reception is closed for lunch from 12 p.m. to 1 p.m. The office is closed on state and national holidays. Proposals received via email will be acknowledged. If no email confirmation is received, contact SPB Procurement at (512) 936-4691 to confirm receipt of proposal. SPB reserves the right to change the dates or add additional dates in the Schedule of Events set forth above upon written notification to prospective Respondents through a posting of an addendum on the Electronic State Business Daily (ESBD). SPB reserves the right to award a contract to a single contractor, or award to more than one contractor, whichever provides the best value to SPB in performance of this service. SPB will be the sole judge of best value. An award notice will be sent via email to the selected respondent(s). *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
