Site work for a mixed-use development in Smithers, West Virginia. Conceptual plans call for site work for a one-story above grade water / sewer project; one-story above grade water / sewer project; one-story above grade water / sewer project; and one-story above grade road / highway.

Proposals are requested from qualified engineering firms to provide a cost associated with a 30% design and an Engineer's Estimate of Probable Cost for extending horizontal infrastructure throughout the Longacre Development (Bottom & Triangle). The selected consultant must prepare preliminary engineering design and associated construction documents and preliminary engineering report(s). Proposals must include firm qualifications, technical expertise, management and staffing capabilities, and related prior experience. Technical qualifications and experience are significantly weighted in the selection process. Proposals must address: comparison of at-grade vs. flyover two-lane railroad crossing for access from Rt. 60 to Longacre Bottom; two-lane road and pedestrian access connecting Longacre Bottom to Kanawha Ave.; two-lane central road connecting the new crossing and Kanawha Ave.; water and sewer mainline extensions; stormwater flow and retention infrastructure; main dry utility extensions; geotechnical investigation of Longacre Triangle; soil management plan; boat docks; walking trail; gravel parking lot for 5-10 vehicles with safe access from and to Rt. 60, landscape and picnic area; and designing with consideration of pre-existing gas lines and pumps. Compliance with applicable State and Federal laws, and Minority/Women-Owned Business Enterprise and Affirmative Action requirements are required. If subcontracting, "positive efforts" must be made to engage Minority/Women-Owned Businesses. Five copies of proposals must be submitted by the specified deadline to the City of Smithers. All work must follow relevant rules and regulations.
