Hoffman Construction Company, Construction Manager/General Contractor ("CM/GC") for Ida B. Wells HS Modernization ("Project") being performed for School District No. 1J, Multnomah County, Oregon (Portland Public Schools) ("Owner") requests sub-bid proposals for Bid Package #1 - MEP Trade Partners. Bidders must be properly licensed with the Oregon Construction Contractors Board ("CCB") at the time of bid. This is a prevailing wage project. Owner and Contractor are committed to promoting and stimulating the growth of disadvantaged business enterprises, minority business enterprises, women business enterprises, veteran business enterprises and emerging small businesses (D/M/W/VBE/ESB). Subcontractor shall strive to award at least 18% of the total amount Contractor pays Subcontractor to firms certified by the State of Oregon Certification Office of Business Inclusion and Diversity (COBID), States of Oregon, Washington and California by the US DOT as a Disadvantaged Business Enterprise or the State of Washington Office of Minority and Woman Business Enterprises (OMWBE). Building program includes classrooms, science labs, 2D and 3D art classrooms, CTE classrooms (including a wood shop), commons and commercial kitchen, gymnasiums, 500-seat theater, performing arts spaces including band, choir, and black box theater, and administrative offices. Site program includes development (to varying levels) across a 35 acre site, including track and field with grandstand and support buildings, baseball and softball fields with associated site structures, tennis courts, a multipurpose field, and a new pool support building to serve PP&R public pool. The Core Project Team ("CPT") currently includes the following: o Portland Public Schools (Owner) o BORA Architects (Architect) o KPFF Consulting Engineers (Structural & Civil) o PAE (Mechanical, Electrical, Fire Protection) o PAE / Burman Design (Plumbing) o Vertex Technology Design Consulting (Low Voltage) o O-LLC Lighting Design (Lighting) o The Shalleck Collaborative (Theatrical & AV) o JBK Consulting and Design (Food Service) o Walker Macy (Landscape) a. This RFP is for Mechanical/Plumbing and Electrical Trade Partner for pre-construction services and construction services from 25% Design Development through Final Completion. b. The following is a list of services/expectations (not totally inclusive) for this project: i. Provide preconstruction related services along with coordination and expertise specific to the scope of work and communicate, articulate and participate openly with the project team. ii. Be open to new ideas and thoughts - always challenging the Project Team to have the best resource perform a defined scope of work, not just relying on the most available. iii. Regularly attend the collaborative meetings and approach them from a position of inquiry rather than advocacy - hoping to learn something from someone else in the collaborative process that will broaden the range of possible solutions. iv. Collaborate with all team members to understand interferences between each other's scopes and to identify solutions that optimize the project. v. Recommend innovative ideas and products whenever there is an opportunity to increase the value to the project, or to simplify coordination and installation details, or to reduce field labor and cost. vi. Recommend opportunities early in the process that will help reduce material handling, installation labor, and/or simplify coordination with other trades and will increase value to the project. vii. Work with the CPD Team to ensure the project achieves LEED Gold Certification. viii. Participate with the Project Team in the workflow mapping of design, permitting, fabrication and installation of systems. ix. In collaboration with the Project Team, inform the construction sequence plan (Project CPM Schedule) for the Work Scope - including the following: i) Activity sequences and duration; ii) Site and operation plans accurately depicting the sequence of work and management of materials on site; and iii) A resource allocation schedule for labor and materials. x. Work with the Project Team to maximize pre-fabrication opportunities during the design phase and follow through with pre-fabrication plans and Hoffman's Nothing Hits the Floor program to optimize project deliveries, material handling and material staging. xi. Coordinate with Owner's Commissioning agent, PPS Operations & Maintenance as requested, become familiar with District's standards, lessons learned and provide input and recommendations for effective operational and maintenance. c. Electrical scope shall include, but not be limited to, Power, Fire Alarm, Security, Low Voltage, Telecom, AV/IT and Lighting. i. Electrical Trade Partner to acknowledge that RJ Ramos was a Teaming Member for the project. Expectation is that Electrical Trade Partner will utilize RJ Ramos as a partner/sub-tier on the project. Mechanical/Plumbing scope shall include, but not be limited to, HVAC, Plumbing, Piping, Controls and Control Wiring. e. The successful Trade Partner will be brought on the project team early to provide preconstruction support through estimating at milestone sets, propose Value Engineering (VE) ideas, participate through the Target Value Design (TVD) to maintain budgets identified for systems and BIM modeling to support project schedule and requirements. f. Participate in the following Preconstruction Services: i. First Meeting: Discuss big picture items like overall MEP system design. Attend a page turn and walk through high-level project requirements and design intent. A. Owner Project Requirements/Standards B. Systems Overview C. Site Utility Overview & Utility Coordination D. Modeling Coordination 1) Corridors/Underground/Tight Areas E. BIM Execution Plan / Working Together ii. Design Development (DD) Pricing Set Feedback: Review and provide markups to the current set of MEP drawings upon execution of the contract. A. Constructability review commentary B.
