The Cone of Silence prohibits any communication regarding a RFB, RFP, RFQ or other competitive solicitation between any bidder (or its agents or representatives) or other entity with the potential for a financial interest in the award (or their respective agents or representatives) regarding such competitive solicitation, AND any County Commissioner or County employee, selection committee member or other persons authorized to act on behalf of the Board including the County's Architect, Engineer or their subconsultants, or to provide a recommendation to award a particular contract, other than Purchasing Division staff (pur_div@martin.fl.us). The Cone of Silence shall be in effect from the time of advertisement until contract award. Such communication shall result in disqualification. The County recognizes fair and open competition as a basic tenet of public procurement. Contractors doing business with the County are prohibited from discriminating on the basis of race, color, creed, national origin, handicap, age or sex. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. PROJECT OPPORTUNITY AND SCOPE Martin County is seeking qualifications from experienced private entities to participate in a Public-Private Partnership (P3) for the design, construction, and financing of a new County facility located on County-owned property. The proposed facility will serve as either additional space for a Constitutional Office or as a backup dispatch center. The project will also include the development of an employee wellness clinic and may incorporate additional medical office space as part of the overall design. Through this solicitation, the County intends to evaluate private-sector approaches to deliver the project in a cost-effective, efficient, and timely manner while maximizing public resources and ensuring long-term value. The selected partner will be expected to provide innovative solutions for facility design and construction, effective financial structuring, and alignment with the County's operational and community needs. The County has approved a Capital Improvement Plan (CIP) for a County-owned Employee Wellness Clinic to provide accessible and cost-effective healthcare services for employees. The design phase for the Wellness Clinic has already been solicited and awarded under a separate contract. Initial plans explored by the County call for the development of a +- 30,000 square foot medical office building, of which the County would occupy approximately 17,000 square feet on the ground floor with the intention that the remaining area is leased to a symbiotic medical practice(s) that can fortify access to quality medical care. As part of the 17,000 square foot space, the County is seeking to dedicate 2,000 square feet for use as a backup dispatch center.
