The scope of work covers the design and construction of new aircraft hangars and associated taxilane, pavements, and utilities in a designated development zone. This includes construction of various types of hangars (such as T-hangars, box hangars, and corporate hangars with business frontage) with proper drainage, development of a new taxilane and connecting pavements for safe aircraft access, extension and installation of electrical, gas, water, and sanitary sewer utilities, and construction of new vehicle access roads and parking areas to support the hangar facility. All work must comply with Federal Aviation Administration advisory circulars and relevant local codes and ordinances. Durable materials such as fully enclosed steel structures are preferred, and pavement must be designed to FAA specifications for the identified critical aircraft. Instructions to bidders specify that proposals should be submitted electronically in PDF format and a hard copy must be delivered as outlined. Proposals should include a cover letter, executive summary, proposer qualifications, project approach, project team details, development plan with drawings, financial plan, and project timeline. Proposals should be limited to 25 pages. Proposals will be evaluated on financial strength, experience, design and layout, project schedule, and overall benefit to the airport. The City reserves the right to reject any or all proposals and to proceed in the best interest of the airport. The selected firm must comply with applicable federal requirements, including consistency with the Airport Layout Plan, environmental laws, Buy American and Build America Acts, civil rights laws, labor standards, and FAA design standards. No reimbursement will be available for improvements not shown on the approved ALP at the time of construction, and construction may not begin until all required environmental determinations are issued.
