The City of Saginaw is soliciting sealed bid proposals for performing lead and copper laboratory analysis of finished water samples for the Water Treatment Plant. The selected laboratory shall provide testing for the Lead and Copper Rule in compliance with part 141 of the Primary Drinking Water Regulations and the Michigan Lead and Copper Rule Revisions under the Michigan Safe Drinking Water Act 399. The laboratory must use an EPA- and EGLE-approved test method to perform analyses between January 1, 2026 and December 31, 2026. Alternate testing may also be requested for investigative samples not intended for compliance, and for post-service-line replacement water analysis for lead. Laboratories must submit documentation of EGLE certification using specified methods, provide quality assurance/quality control (QA/QC) documentation, and ensure report data is verified and meets the Lead and Copper Rule required elements. All results must be reported to the City of Saginaw Water Treatment Plant within 14 working days of sample receipt. Reports must include the analyte concentration, analytical method, sample collection/receipt/analysis dates and times, and any additional method-required information. Bids must be all or none, and no substitutions are accepted. Proposals lacking bids for all required years/items or not meeting the 'no substitutions' standard may be disqualified.
