The City is requesting Proposals from qualified firms experienced in construction management (CM) and inspection services for the City's Wastewater Treatment Facility Headworks and Influent Pump Station Improvements Project to provide pre-bid services, construction management, and inspection services through the duration of the project. The initial stage of wastewater treatment occurs at the Headworks and Influent Pump Station (IPS) where raw sewage enters the WWTF for subsequent screening and grit removal. The existing process includes five submersible pumps, two traveling filter screens, a shaftless screw conveyor, screenings washer/compactor, Parshall flume, and all supporting mechanical and electrical equipment. The existing Headworks and IPS were constructed at the same time as the majority of the City's existing WWTF expansion project in 1985. In the mid-90s odor control covers were added which contributed to the expedited degradation of the structure's concrete. Efficient and cost-effective delivery of this Headworks and IPS Improvement project is critical to the reliability of the City's wastewater system well into the future. Interested firms experienced in the delivery of wastewater infrastructure Construction Management (CM) services are encouraged to submit a proposal. Construction Project Scope The scope of the new Headworks and Influent Pump Station Improvements Project includes the construction of a new influent pump station structure with four constant speed and two variable speed submersible pumps with influent flow meters; a screening structure with two multi-rake screens and center emergency bypass channel; a shaftless screw conveyor and washer compactor to manage screenings; a new vortex grit chamber and associated grit pumping equipment; odor control equipment; and a new Headworks electrical building to house the new equipment to power and control the new facility. Estimated Construction Cost The City has contracted with Carollo Engineers to develop the structural, civil and mechanical plans and specifications for the project, and Beecher Engineering to develop the electrical plans and specifications. The project is currently at a 90% design completion level. The current estimated construction cost is between $32 to as high as $40 million. The City applied for and was awarded a $37 million Clean Water State Resolving Fund loan, which is in the process of being executed. Concurrently, the City has begun a utility rate study which will likely require the adoption of increased sewer rates to meet SRF's minimum debt ratio requirements on the loan. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The schedule of the project is largely driven by the timing of the rate study and adoption of new sewer rates so that the CWSRF agreement can be executed prior to issuing the project for bid. The new rates are estimated to be adopted by City Council in May/June of 2026. The SRF draft agreement is then anticipated to be executed shortly thereafter, so that the project could be let for bid in the August/September timeframe. That would result in a bid opening timeframe of November/December with a Notice to Proceed for construction issued by approximately February 2027.
