Renovation of a playground / park / athletic field in Watsonville, California. Completed plans call for the renovation of a playground / park / athletic field.

The project consists of performing the following, including, but not limited to:Phase 1 of the proposed project incorporates a detailed rehabilitation plan for the historic canopied bandstand structure and fountain. Both features will require replacement components which will match the old in design, color, texture, and material. Standard specification documents will guide the cleaning and treatment of historic masonry, cast iron and decorative metal, wood windows, cement plaster, and ceramic tiling as well as guidance on historic treatment procedures, the maintenance of cast-in-place concrete, exterior painting, and high-performance coatings. The scope of rehabilitation for the bandstand includes cleaning, repair of damaged masonry, mortar repair, repainting the canopy, critical structural reconstruction, and improvements to the electrical system. The scope of rehabilitation for the fountain generally includes cleaning, corrosion treatment, repainting, repair of tiled basin interior, and plumbing and electrical upgrades. The proposed project preserves the City Plaza's historic character, spatial organization, and character-defining features. Rehabilitation of the bandstand and fountain follows best practices that are compatible with the historic setting without removing distinctive materials. The Watsonville City Plaza Park occupies the entire city block bounded by East Beach Street, Union Street, Peck Street, and Main Street. It was initially established in 1860 and is listed on the National Register of Historic Places (NRHP) and has been the physical and social center of the local community throughout its history. The Plaza is considered to be the "heart of the city" and has been a locale for community gatherings and celebrations for well over a century. The purpose of the Watsonville City Plaza Revitalization Project is to revitalize and improve the Plaza's function and appeal. In 1886, a wood rectangular bandstand was constructed on the Main Street side of the plaza, and in 1906 the old wooden bandstand was replaced with the present stone bandstand designed by architect William Weeks. In 1916 a canopy designed by Ralf Wyckoff was added to the bandstand, later replaced by the extant 1965 canopy designed by architect Robert Wong. The bandstand is located at the center of the plaza and is surrounded by an asphalt promenade. The circular platform consists of red and gray sandstone and is divided into equal sections by pilasters. Four of the six sections of red sandstone cladding contain arched window openings covered with iron bars, trimmed in gray sandstone with carved keystones. The staircase is on the east façade with a non-original tubular metal railing, and the bandstand is covered by a metal canopy supported by metal posts with brackets at the outer corners. Beneath the bandstand is a below-grade storage room accessed by several shallow-tread stairs immediately inside the arched metal half floor. In 1880, the cast-iron decorative fountain was donated by the Butterfly Social Club, a local dance club comprised of young women and was moved in 1893 to the center of the plaza, later moved again in 1899 to its present location. In 1969, the decorative fountain reservoir was remodeled from smooth granite to concrete and brick. A bid bond of 10% of the bid is required to be submitted with the proposal. The City's preferred method of bid bond verification is electronically through Surety 2000. As an alternative and at their own risk, bidder may deliver or mail a wet signed paper bid bond to City of Watsonville c/o Purchasing Officer, 250 Main Street, Watsonville, CA 95076 with Project Name. Paper bid bond must be received prior to electronic bid submission deadline. Bid bonds not received prior to bid submission deadline will render the bidder non-responsive. A third alternative is to upload an electronic copy of a valid bid bond to the "Other Attachments" section in the Bidder Questionnaire section of OpenGov. All contractors and subcontractors shall comply with California Labor Code Division 2, Part 7, Chapter 1, Articles 2, 3, and 5, which include: all applicable requirements of sections 1771, 1774 - 1776, 1813, and 1815. the appropriate number of apprentices are on the job site, as set forth in Labor Code Section 1777.5. workers' compensation coverage, set forth in Labor Code Sections 1860 and 1861. to keep accurate records of the work performed on the public works project, as set forth in Labor Code Section 1812. inspection of payroll records pursuant to Labor Code Section 1776, and as set forth in Section 16400 (e) of the California Code of Regulations, Title 8, Division 1, Chapter 8, Subchapter 3, Article 6. and other requirements imposed by law. Pursuant to Section 1771.1 of the California Labor Code, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, or engage in the performance of any contract for public work unless currently registered with the Department of Industrial Relations to perform public work pursuant to Section 1725.5 of the Labor Code. It shall not be a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Sections 10164 or 20103.5 of the Public Contract Code, provided the contactor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Pursuant to Chapter 17, Section 7 of the City of Watsonville Municipal Code, the contractor shall enter into the Project Labor Agreement, which is included herein, if the awarded contract is $1,500,000.00 or greater, and employs three or more crafts. The plans and specifications are on file at the Public Works/Utilities Department, Civic Plaza, 275 Main Street, Watsonville, CA 95076. The Contractor's attention is directed to the General Provisions Section 2.12 regarding Pre and Post Bid Protest Procedures. The City reserves the right to reject any and all bids received as the public good may require.
