The City of Boise is solicitating proposals from qualified firms to design, fabricate and deliver hyperboloid mixers for use at West Boise Water Renewal Facility (WBWRF), including related work called out in the specifications. This equipment procurement involves replacement of (6) axial flow mixers with hyperboloid style mixers to minimize or eliminate air entrainment into the basin zone. Question Deadline 12/12/2025 at 12:00 PM MT The City of Boise Public Works Department is soliciting proposals from qualified firms to design, fabricate and deliver hyperboloid mixers for use at a City owned water renewal facility. The facility is the City's West Boise Water Renewal Facility (WBWRF) located at 11818 Joplin Road, Boise, ID 83714. These mixers are for use in an existing aeration basin that is processing municipal wastewater. This facility operates an activated sludge process. Mixers will be specifically used in the aeration basin's (3) anoxic zones. The mixers will replace existing axial flow impeller mixers which are currently in operation. It is intended that the hyperboloid mixers will improve mixing and minimize air entrainment into the zone contents. This Request For Proposals (RFP) contains the project description, the selection process, and the minimum information that must be included in the proposal. Failure to submit information in accordance with the RFP's requirements and procedures may be cause for disqualification. Project Description: The City's WBWRF currently operates an aeration basin with 3 anoxic treatment zones. Each of these zones contains (2) axial flow impeller mixers. There are a total of (6) mixers in the aeration basin. The City would like to replace these (6) axial flow mixers with hyperboloid style mixers to minimize or eliminate air entrainment into the basin zone. The (3) basin zones are separated by submerged baffle walls and are in a linear flow configuration. The common basin floor is sloped in the linear flow direction and therefore the basins have different liquid depths. Dimensions of each zone are 44'-6" long by 16'-0" wide by an 18'-0" approximate water depth (depth varies with floor slope and zone water surface elevation). Construction drawings of these zones have been included in the Technical Specifications. The existing mixers are supported from a steel structure walkway above the anoxic zones. It is the intent to mount the new mixers to the existing walkway structural steel. The new mixer baseplate will need to be designed to mount to the existing steel beams. Construction drawings of the walkway structure have been included in the Technical Specifications. Selection Process: The Proposer's background, equipment and the experience of their firm will be assessed. The evaluation will focus on the firm's record of successful equipment performance at facilities of comparable size and environment. The ability of the Proposer will be evaluated in terms of length of time in the market, technical resources, equipment operation, staffing and staff experience. The proposals will be reviewed by a qualified selection committee. The proposals will be scored based on the inclusion of all elements specified in this RFP. Any proposals which do not include all required elements may be rejected as nonresponsive at the City's discretion The City of Boise reserves the right to reject any and all Proposals, to waive any irregularities in the Proposals received and to accept the Proposal(s) that are in the best interest of the City.
