Right of Way Support and Property Acquisition Services Grant: PIN 132927.00, Federal Project STP-M-9109(195), S.P. 47LPLM-F2-216 Virtue Road/Boyd Station Road, from South of Needlegrass Lane to Willow Cove Way, Farragut, Knox County. The Town of Farragut seeks professional services from qualified property acquisition and appraisal firms to support a roadway improvement project at Virtue Road and Boyd Station Road. The project includes grading, paving, signage, and intersection enhancements, and requires the acquisition of Right of Way, permanent drainage easements, slope easements, and construction easements across approximately 23 tracts. Three separate firms will be selected, each responsible for one of the following key property acquisition functions: Appraisal Preparation (develop property appraisals and market data brochures), Appraisal Review (review and validate the appraisals for Right of Way acquisitions), and Property Owner Negotiations (conduct negotiations and closing activities with property owners). All consultants must coordinate with the TDOT Right of Way offices and comply with the latest editions of the TDOT Right of Way Manual and the TDOT Local Government Guidelines for the Management of Federal and State Funded Transportation Projects. Invoicing and payment will be managed by the Town of Farragut, following TDOT’s guidelines. Interested firms should submit a qualifications-based proposal specifying which of the three services they propose to provide. The Town will assess proposals based on qualifications and may negotiate contracts with one selected firm for each function. Each responding firm will be notified of the evaluation outcome.
