As of March 26, 2026, further information regarding a design firm and timeline for construction has not yet been established. Introduction The City of Lowell, Arkansas is requesting Statements of Qualifications (SOQs) from qualified architectural firms to provide comprehensive architectural and design services for multiple municipal facility projects. These projects involve the design, renovation, space planning, and construction oversight for several buildings that will support essential city operations. The City seeks a highly qualified firm capable of providing full-service architectural, interior design, engineering coordination, and project management services from concept to completion. Project start: Early Spring 2026 The City of Lowell is in the process of purchasing two existing commercial buildings to support future municipal growth. This RFQ encompasses architectural design services for the following: A. Building 1 - New City Hall & City Council Chambers - Mayor's office - Administration - Finance - Planning and Building Departments - Council Chambers - Public lobby areas - ADA compliance and accessibility improvements - Parking/site improvements (as needed) B. Building 2 - New Police Department & District Court Facility - Police operations and administration - Dispatch center - Interview rooms - Evidence storage - Sally port and secure transfer areas - Courtroom - Judges chambers - Clerk's office - Security and access control design - Parking and site safety considerations C. Renovation Projects (Existing Municipal Facilities) 1. Current City Hall New Fire Station & Training Center - Fire administration - Training rooms - Bunk rooms - Fitness space - Storage and utility enhancements - Adaptation of building for fire use 2. Current Fire Station New Animal Shelter - Kennels and layout - Intake and quarantine areas - Adoption zones - Laundry and sanitation space - HVAC modifications for odor/airborne control - Noise mitigation - Drainage and waste systems - Public access improvements 3. Scope of Architectural Services The selected firm will provide a full range of services, including: Pre-Design: - Building assessments - Space needs and programming - Concept/schematic planning - Preliminary cost estimates Design: - Schematic design - Design development - Construction documents - Interior design - Full engineering coordination (structural, MEP, civil, security, IT) Bidding/Procurement: - Assist with bid documents - Prepare addenda - Evaluate contractor bids Construction Administration: - Submittal/Shop Drawing reviews - Site visits - Final inspections - Close-out documentation. The City reserves the right to accept or reject any or all submissions. - The City may negotiate the scope of services with the topranked firm. - Respondents are responsible for all costs incurred for preparing submissions.
