The City of Rock Hill, South Carolina, is seeking competitive bids from qualified companies to provide exterior repairs to the Catawba River Park boardwalks and retaining wall. The repairs are intended to restore the facility to its pre-disaster design, function, and capacity within the existing footprint. The project is funded in whole or in part by the FEMA Public Assistance Fund in relation to damages sustained by Hurricane Helene. The resulting contract with the awarded vendor will include required federal clauses as detailed in Attachment A of the solicitation. Instructions to bidders include the requirement to submit bids through the City of Rock Hill's eProcurement Portal; no in-person bid opening will be held. Question Submission Deadline January 7, 2026, 4:00pm Should the Company have questions, find discrepancies in the plans and/or specifications, or be in doubt as to the meaning or intent of any part thereof, the Company shall request clarification from the City via the eProcurement Portal, Due to Hurricane Helene, the City was impacted by severe storms, overland flooding, and high-velocity water, resulting in extensive damage to roads, associated culverts, and embankments. As a direct result of this event, the Catawba River Park boardwalk, a 9,000+ linear foot long by 8 linear foot wide boardwalk with 3 sections, sustained damage to the wood decking (holes and broken planks of wood) and retaining wall. There are piers that are detached and/or separated from foundation footings, as well as scouring and washout at piers. Repairs to Catawba River Park Boardwalks Locations: Site 1A) GPS: (34.95573, -80.95429): A. Replace 800 square feet (SF) of 2-inch-thick x 6-inch-wide pressure-treated boardwalk o Final dimensions: 100 linear feet (LF) long x 8 feet (FT) wide Site 1B) GPS: (34.95582, -80.95392): B. Replace 1,120 square feet (SF) of 2-inch-thick x 6-inch-wide pressure-treated boardwalk (please see Section 3.3 for additional information) o Final dimensions: 140 linear feet (LF) long x 8 feet (FT) wide Site 1C) GPS: (34.95489, -80.95481): C. Replace 384 square feet (SF) of 2-inch-thick x 6-inch-wide pressure-treated boardwalk o Final dimensions: 24 linear feet (LF) long x 16 feet (FT) wide 3.2. Repairs to Catawba River Park Retaining Wall A. Replace 201 cubic feet (CF) of retaining wall o Final dimensions: 67 feet (FT) long x 3 feet (FT) high x 12 inches (IN) thick Mitigation Repairs - Site 1B Only Mitigation Requirements: Consists of replacing approximately 400 square feet of the boardwalk with composite decking for greater water resistance and durability and installing enhanced anchoring in this section to improve stability against high-velocity water and retain pressure-treated wood in less vulnerable areas (such as Site 1C) and anchoring the footings of the boardwalk. 1. Precast Concrete Footings (Pier Blocks or Sonotube Pour-In-Place) o Quantity: Approximately 20-25 footings based on Site 1B length (~140 linear feet, one every 6-7 feet) o Depth: ~24" deep x 12" diameter o Options: Sonotube + Concrete Pour (DIY or vendor-installed) Precast Deck Blocks with Simpson Brackets 2.
