Renovation of an educational facility in New Haven, Connecticut. Conceptual plans call for the renovation of a 33,605-square-foot educational facility.

Redevelopment of the former West Rock STREAM Academy, 311 Valley Street, New Haven, CT. The objective is to transform the ~4.6-acre site, including a multi-story, approximately 33,605 square foot building, into a vibrant, community-serving asset that aligns with City legislative priorities such as job creation, public safety, quality housing, health equity, and environmental justice. The City seeks project proposals with a unified vision from qualified respondents who can both plan and execute the adaptive reuse or redevelopment, including securing public approvals, demonstrating market viability, and complementing ongoing neighborhood revitalization. The City will consider both lease and sale options, and is open to mixed or single use concepts provided they are innovative and cohesive. Proposals must be submitted via the City's Purchasing Division solicitation portal. Submissions must include: a cover letter; a summary of the development team identifying key members, roles, business activities, and prior projects; a narrative Project Concept describing proposed uses, compatibility with City goals, scale, design, market focus, and community engagement process; up to three relevant past projects; and financial information demonstrating capacity to complete the project, including financial statements, annual reports, litigation and bankruptcy history, evidence of capital, real estate portfolio composition, references for financing and public projects, and information on cash or equivalents for pre-development activities. The proposal must meet all relevant zoning, regulatory, workforce, and contractor development requirements. The City values equal opportunity hiring and expects compliance with small contractor and workforce development ordinances. Site plan review is required for adaptive reuse or redevelopment. Any non-conforming uses require disclosure and may need further approvals. Proposals will be evaluated based on the quality of the development concept and its alignment with City priorities and community needs; economic impact including job creation and tax contributions; financial and implementation capacity; team experience; prior community involvement; and sustainability.
