It is the intent of these specifications, terms, and conditions to describe Job Order Contracting (JOC) Support Services being requested by the County. The County intends to award a three-year contract with an option to renew for two additional years (in increments at the County's discretion) to the Bidder selected as the most responsible Bidder whose response conforms to the RFP and meets the County's requirements. The County seeks to contract with a qualified JOC Support Services Contractor to provide administrative and support services. The Contractor will be responsible for ongoing JOC development, implementation, procurement support, construction estimating services, construction management services, project budgeting and planning services, training, and technical support. The Contractor will be responsible for preparing and providing JOC documents such as a construction unit price book, technical specifications, contractual terms and conditions, and bid forms that will be used by the County. Additionally, the Contractor shall provide the County with a comprehensive internet-based JOC information management system. Contract Start Date: March 18, 2026 Question Deadline 12/10/2025 at 5:00 PM PT The County has over 140 County-owned facilities, comprising approximately 8.1 million square feet of building space. The General Services Agency (GSA) provides ongoing maintenance, repair, and operation services for these facilities. These buildings include offices, courts, detention facilities, veterans' buildings, clinic buildings, firing ranges, parking structures, and training facilities. The Alameda County Public Works Agency (ACPWA) is responsible for the management and operations of infrastructure, including streets and bridges. The Alameda County Flood Control and Water Conservation District (District) is responsible for flood control facilities, such as pump stations and stormwater conveyance infrastructure. ACPWA and the District manage the planning, design, construction, and maintenance of these facilities. Additionally, ACPWA facilitates private development through the review and issuance of permits and inspection of private developments. The County implemented the use of JOC in 2008 to streamline, track, and build underutilized local contractor participation to assist in delivering major maintenance and tenant improvement projects at various County facilities. The County has found that JOC expedites the delivery of projects, reduces procurement time, and allows a variety of different types of projects to be executed by a single prime contractor.
