**As of February 24th, 2026, the project was awarded to Bayer Construction, with an awarded amount of $1,980,090.20.** NOTE: Overnight courier service may not be guaranteed prior to the cutoff time. It is the responsibility of the Bidder to ensure delivery of their Proposal by 1:30 PM, Central Time, Day, Month-Date, 2026 to the Office of the County Clerk, 110 Courthouse Plaza, Manhattan, KS 66502. Bids received later than this due date and time will be returned unopened. The work shall consist of furnishing all labor, equipment, and materials, and performing all work necessary for construction of the following: A two cell, non-discharging wastewater lagoon facility and a submersible sanitary sewer pump station located in University Park, Riley County, KS. Work includes approximately 38,097 cubic yards of common excavation; 917 cubic yards of Contractor furnished common excavation; 31,211 cubic yards of compacted fill; 278 tons of pond sealant (bentonite); 4021 square yards of stone riprap slope protection; an influent structure; 284 linear feet of 8-inch DIP piping; 4486 linear feet of 8-inch PVC force main; 2271 linear feet of fencing; a duplex, submersible wastewater pump station; and all other incidental and appurtenant work required to complete the improvements as shown and specified. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Selection shall be based on price and the character, integrity, reputation, judgment and experience of the Contractor for the type of work to be performed. No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the Owner. All Bidders must be on the plan holders list to be eligible. The character and amount of security to be furnished by each Bidder is stated in the above mentioned Contract Documents. Proposed Start Date, Working Days, and Bid Amount will all be considered in the award of this Bid, with particular consideration given to Start Date and Working Days . Bidders attention is called to the required compliance with the Kansas Department of Health and Environment and Kansas Water Pollution Control Revolving Loan Fund Requirements. Bidders on this work will be required to comply with the presidents Executive Order No. 11246 (Equal Employment Opportunity) as amended. Requirements for bidders and contractors under this order are explained in the specifications. "Bidders must fully comply with Subpart C of 2 CFR Part 180 and 2 CFR Part 1532, entitled Responsibilities of Participants Regarding Transactions. Contractors, subcontractors, or suppliers that appear on the Excluded Parties List System at Online are not eligible for award of any contracts funded by the KDHE State Revolving Fund programs or Small Town Water and Sewer Infrastructure Assistance grants." All contracts and subcontracts exceeding $100,000, at any tier under a KDHE loan or grant agreement shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above. The Riley County Board of Commissioners reserves the right to reject any and all Bids, to waive formalities in considering Bids and to accept the Bid which, in the Board's opinion, is in the best interest of Riley County. The work covered by this section consists of furnishing all equipment, materials and labor for seeding areas in accordance with these Specifications. Work shall include seedbed preparation, fertilization and seeding of grasses in the areas disturbed by construction at the lagoon site, at the existing treatment plant site, and at the gravity sewer pipelines and pump station area except area over the service connections. This section includes the furnishing of all temporary facilities at the site including temporary electrical service, if needed, and water required for construction purposes and operations and equipment for the protection of life and property. These General Equipment Stipulations apply to all equipment. They shall supplement the detailed equipment specifications, but in case of conflict, the detailed equipment specifications shall govern. : This section describes the method by which construction of this project shall be measured and paid in accordance with the Bid Form. Should there be any conflicts between payment described in individual specification sections and this section; payment shall be made in accordance with this section. Any work shown on the Drawings and/or described in the Specifications but not specifically covered by the bid items shall be included in other items of Work to which it pertains. This work consists ofclearing, grubbing, removing and disposing of all vegetation and debris, as required, to construct the project within the limits shown on the Drawings except such objects as are designated to remain. This work shall also include the preservation from injury or defacement of vegetation and objects designated to remain. This work shall consist of all excavation for all structures on the project (including the lagoon cells), and shall include all necessary drainage, dewatering, pumping, sheeting, shoring or construction of cofferdams or cribs, if found necessary, and their subsequent removal; also, the disposal of all material obtained from such excavation and backfilling to the level of the original ground or finished grade as designated on the Plans or as directed by the Engineer. This work shall also include completing the compacted backfill to the finished grade as indicated on the plans. This work shall include the furnishing of all labor, materials, and equipment necessary for the clearance, excavating, trenching and backfilling, the continual drainage of excavation, sheeting, bracing and shoring of sides of excavation, backfilling around structures and over pipe lines, the disposal of excess excavated materials, unsuitable materials and finish site grading of the areas disturbed by the excavating and trenching operations.
