Renovation of a municipal facility in Lakewood, New Jersey. Completed plans call for the renovation of a municipal facility.
The purpose of this bid package is to provide the County of Ocean with a Contractor who will perform the work described and specified herein. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and P.L. 1975 C. 127 (N.J.A.C. 17:27-1 et seq.) regarding equal employment opportunities and with the requirements of P.L. 1977 C.33 regarding corporate and/or partnership ownership. Bid Security in the amount of 10% of the total bid shall be supplied in the form of a Certified Check, Cashier's Check or Bid Bond, but not in excess of $20,000.00. E-bonds through Surety2000 or Tinubu are also acceptable. See Vendor Questionnaire for additional information regarding e-bonds. The contractor shall maintain primary insurance to protect against all claims under Workmen's Compensation, Comprehensive General Liability (CGL) and Automobile. Except for Workmen's Compensation, all coverage shall apply as primary coverage with respect to any other insurance or self-insurance program afforded to the County. There shall be no endorsement or modification of this coverage to make it excess over other available insurance/coverage; alternatively, if the CGL and umbrella, excess of reinsurance states that it is pro rata, it shall be endorsed to be primary with respect to the County. A Performance Bond in the form of a Certified Check (cash) or Bond, from a surety company authorized to transact business in the State of New Jersey, in the amount of 100% of total bid will be required from the successful bidder, to insure faithful performance of the contract. The Performance Bond and contract must be filed with the County of Ocean within twenty-one (21) days of the award resolution, or the contract will be subject to rescission. Project Schedule: Project to be completed within 240 calendar days of Notice to Proceed. Project to have a Liquidating Damage Clause of $500.00 per day after date of Contract completion. Project to start on or about February 2026. Question Submission Deadline: December 15, 2025, 5:00pm. Any request for interpretations shall through the County bid portal, and, to be given consideration, must be received by the Questions Submission Deadline stipulated in Procurement Portal The right to reject any and all bids is reserved in accordance with applicable law. The County reserves the right to reject all bids in accordance with N.J.S.A. 40A:11-13.2, to waive any minor informalities or non-material exceptions in the bid and to accept the lowest responsible and responsive bid in accordance with applicable law. The Work of Project is defined by the Contract Documents and consists of the following: 1. Contractor shall remove the existing baler. To prepare for the removal of the baler, contractor shall temporarily remove the sprinkler piping mounted on the hopper and remove any electrical conduit and wiring that may be in conflict. There are two conveyors located above the baler that are supported by structural steel that will limit access to the baler. Structural steel shall be removed as need to remove the existing baler and the contractor shall temporarily support the conveyors above the baler. 2. Contractor shall furnish and install: a new two-ram baler, a new hopper to connect the existing infeed conveyor to the baler, electrical connections, controls, structural supports, and all else required to meet the functional description and contract documents. Existing baler's power source shall be utilized but will need to be extended to the power infeed location of the new baler. Any fire sprinkler piping removes shall be replaced. Any structural steel removed to provide access to the work area shall be replaced
