Site work and paving for a mixed-use development in Hayward, Wisconsin. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

In general, the project consists of the full urban reconstruction and replacement of sanitary sewer and water utilities along portions of Davis Avenue, Beal Avenue, Railroad Street, and USH 63. Select utility segments will be installed using directional drilling. Pulverize and relay operations are planned for Railroad Street, Main Street, Kansas Avenue, and Farmer Street. Concrete curb, gutter, and sidewalks will be replaced throughout the project area. The contract awarded under this bid advertisement will be funded in part by the Wisconsin Department of Transportation Local Road Improvement Program (LRIP), The contract awarded under this bid advertisement will also be funded in part by financial assistance from the Wisconsin Clean Water Fund Program and the Wisconsin Safe Drinking Water Loan Program and will be subject to regulations contained in Wis. Adm. Code, s. NR 162.08, Wis. Adm. Code, s. NR 166.11 and appropriate state statutes. Bidders agree to abide by Executive Order 11246, as amended, and the provisions for civil rights, equal employment opportunity, and affirmative action set forth in the Bidding Documents. This procurement is subject to regulations contained in NR 162.08(4) and NR 166.11(4) for solicitation of disadvantaged business enterprises (DBEs). We encourage DBEs, including MBEs and WBEs, to submit bids. Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scales established by the Federal Department of Labor. Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act apply to all work.
