Project is no longer needed.** Reference Number 0000406104 The City of Oceanside ("City") is requesting proposals, including a Statement of Qualifications (SOQ) and a Cost Proposal from Architectural and Engineering firms ("Consultant"). The proposal and SOQ shall demonstrate experience and qualifications in the design of a modular building to support 24-hour operations of the Marine Safety Unit of the Oceanside Fire Department Lifeguard Division, to be located along 1540 Harbor Drive North in Oceanside. Question Deadline 01/07/2026 at 4:00 PM PT The proposal and SOQ shall demonstrate experience and qualifications in the design of a modular building to support 24-hour operations of the Marine Safety Unit of the Oceanside Fire Department Lifeguard Division, to be located along 1540 Harbor Drive North in Oceanside. At this time, due to funding constraints and the defined nature of the project, the City will award only Task 1 - Feasibility Analysis and Coastal Policy Review. Subsequent tasks are included in the overall project framework to establish consultant qualifications and may be awarded at a later date, contingent upon funding availability and City discretion. The proposed services by the Consultant include completion of relevant elements of civil, structural, mechanical, electrical, water, sewer, and architectural design; utility coordination; hydraulic analyses; geotechnical engineering; wave and sea level rise adaptation analysis; final construction plans and documents; cost estimations; bidding and construction administration services; and a design schedule(s). The Consultant shall electronically submit digital plans for review to the City at the 30%, 60%, 90% and 100% stages, including technical specifications and probable opinion of cost. The proposed project entails the design of a modular building to function as a 24-hour Marine Safety Unit (MSU) station located along 1540 Harbor Drive North in Oceanside. The facility will provide a dedicated operational space for the MSU, which is staffed by a three-person crew responsible for continuous emergency response coverage within the harbor area.
