The City of Saginaw is seeking a firm with five years or more of comprehensive experience in municipal engineering services. The selected City Engineer will provide ongoing services such as technical reviews of site, subdivision, improvement, land disturbance, and construction plans to ensure compliance with applicable codes and laws, design public works projects (including transportation infrastructure, storm water, water/wastewater, and parks), regulatory compliance, act as city floodplain administrator, grant assistance, boundary and topographic surveying, construction staking, easement plats and acquisition, maintain and update City maps and databases using CAD and GIS, attend various City meetings, provide all work products in both printed and electronic formats, assign a licensed Professional Engineer, ensure timely service delivery, and maintain proximity to Saginaw for logistical purposes. Bidders are instructed to submit four hard copies of their proposal, each bound and labeled, with content limited to 15 pages (minimum 11-point font), including a cover letter with contact information, firm description and history, plan for completing tasks, organizational chart, professional staff resumes, project lists, client list, schedule/availability, and references. Questions must be directed in writing to the City Secretary by the designated date. Contact with Council members, staff, or consultants on the project outside that channel is prohibited and may lead to disqualification. Costs for preparing and submitting proposals are the responsibility of the bidders. Proposals received after the deadline will not be considered and all SOQs become property of the City upon receipt. Comprehensive and clear responses to each section are required, or proposals may be disqualified. Insurance requirements must be met prior to contract agreement.
