\The County of Tompkins oversees post-closure procedures for two local landfills: Caswell Road Sanitary Landfill and Tompkins County Sanitary Landfill No. 1. The County owns and maintains the Caswell Road Sanitary Landfill Site (Caswell Road Landfill) located in the Town of Dryden. The landfill was closed in 1985 and a final cover system was completed in 1987. The closed Tompkins County Sanitary Landfill No.1 (Hillview Road Landfill) is located on Hillview Road, in both the Town of Danby, Tompkins County, and Town of Spencer, Tioga County. The landfill was in continuous operation starting around 1970 for disposal of municipal solid waste. Originally the "Landstrom Landfill," the County took ownership of the site in 1986 and operated the facility until waste disposal ceased in 1992. All site closure activities were completed by December 31, 1992. Since the closure of each site, post-closure operation and maintenance have been performed in accordance with requirements of the site's New York State Department of Environmental Conservation (NYSDEC or DEC) approved Post-Closure Operations Manual and of the Ithaca Area Wastewater Treatment Facility. To fulfill these requirements, Tompkins County conducts various environmental monitoring programs at regular intervals. PURPOSE OF REQUEST Post-closure Landfill Monitoring and stormwater pollution prevention is a requirement of the DEC for both closed local landfills. This Request for Proposals (RFP) is being circulated for the County to contract with a qualified firm for Landfill Environmental Monitoring including: environmental consulting; data analysis and reporting for the County in addition to required annual reporting to the DEC in support of the post closure monitoring programs at the Hillview Road Landfill and Caswell Road Landfill; and oversight of field data collection, sample collection, and field filtering (where required), analytical laboratory testing services. Stormwater samples from the Recycling and Solid Waste Center (RSWC) will also be analyzed through the resulting contract. County staff will collect the stormwater samples from the RSWC. This RFP is designed to meet the needs of for a multi-year period (2026 - 2028). The successful firm shall provide oversight of analytical services with a laboratory maintaining certification by the New York State Department of Health under the Environmental Laboratory Approval Program for the duration of the contract.
