The general work requested is the construction of variable thickness asphaltic concrete pavement, 5” concrete walk, concrete curb and gutter, pavement grinding, various plastic pavement markings, manhole/inlet adjustments, CUC adjustments, pinned-on concrete traffic islands, bioswales, and related improvements. Work locations include E. Corcoran Ave. (N. Jackson St. to E. Erie St.) for high impact asphalt overlay, ramps, and protected bike lane; N. Jefferson St. (E. Erie St. to E. Michigan St.) for protected bike lane and ramps; and N. Jefferson St. (E. Erie St. to E. Michigan St.) for bioswales. All work must be completed by June 15, 2026, and liquidated damages are $1000.00 per day for late completion. Instructions to bidders include: 40% of all hours worked on the project must fulfill residency requirements, with a portion specifically attributable to listed Milwaukee zip codes. The SBE (Small Business Enterprise) requirement is 7% of the contract base bid and requires submission of the SBE Compliance Plan (Form A) with supporting certificates. Incomplete or inaccurate SBE plans render the bid unresponsive. Bid security of 10% of the contractor’s base bid must accompany the bid. Contractors must participate in required contract compliance software training and report payment and payroll regularly as outlined in the specifications.
