Site work and paving for a road / highway in Cleveland, Tennessee. Conceptual plans call for site work for a one-story above grade road / highway.

The City of Cleveland seeks to retain a professional consultant engineering firm to provide services for a federally funded project involving the milling and resurfacing of Mouse Creek Road from SR-2 to north of Singletree Drive Northwest. Mouse Creek Road is primarily a 2-lane minor arterial with a small 4-lane portion near Paul Huff Parkway. The project must comply with TDOT Local Programs guidelines. Required scope of services includes: - Preparing documentation for environmental clearances in compliance with the National Environmental Policy Act - Developing plans, specifications, contract documents, bid quantities, and engineering cost estimates that meet or exceed all federal and state guidelines - Coordinating with utilities regarding any encountered utility conflicts - Preparing all required bid documents - Following requirements of TDOT’s "Local Government Guidelines for the Management of Federal and State Funded Transportation Projects" (including submittals for approval of environmental documentation, permitting, engineering design, utility relocations, right-of-way, and disadvantaged business enterprises) - Providing construction engineering and inspection - Material testing and reporting - Coordination with local agencies, neighboring schools, and local media (e.g., road closures) Instructions to bidders: Firms must submit a letter of interest along with qualifications, which should indicate the scope of services to be completed by any sub-consultants. For Phase I, firms should provide contact information, knowledge and experience with milling and resurfacing projects for street facilities, experience with federally funded transportation projects (including Local Programs Projects), proof of unlimited prequalification status, staff capabilities, and proof of professional licensure. The City of Cleveland will select three qualified firms from the letters of interest to submit Phase II qualifications, from which the top-ranked consultant will be selected. Evaluation criteria for Phase II include workload capacity (15%), past performance (15%), experience and qualifications related to milling and resurfacing projects (40%), project size and prequalification status (20%), and availability for streamlined work not including right-of-way acquisition (10%).
