Refugio County is seeking to enter into an engineering, architectural, or surveying services contract with a state-registered engineer, architect, or surveyor. The scope of work includes all project-related engineering, architectural, or surveying services for Refugio County, such as application preparation, preliminary and final design plans and specifications, preparation of the bid packet, conducting all field testing and inspections (interim and final), and other special services. Bidders are requested to specify the actual tasks to be performed under each category. Interested firms or individuals should have experience with municipal construction projects (including but not limited to waterworks), be registered and in good standing as a professional engineer per the Texas Engineering Practice Act, have experience with federally funded construction projects, and have worked on projects in this general region of the state. Submission requirements include a copy of current professional liability insurance, a Statement of Qualifications detailing experience and qualifications relevant to the project, proof of active registration with the System for Award Management (SAM.gov), a list of five references, and additional forms and certifications as specified. Firms must not be debarred or suspended under SAM.gov and must include required contract provisions. Affirmative steps in contracting with small and minority businesses, women’s business enterprises, and labor surplus area firms are required if subcontractors are used. All required documentation must be submitted by the deadline; failure to comply may result in disqualification.
