Renovation of a swimming pool in Saint Cloud, Florida. Completed plans call for the renovation of a swimming pool.

Firms shall not be permitted to hand-deliver, mail, telephone, fax, or email offers. Responses received after the submission deadline and/or transmitted outside of the designated OpenGov Procurement portal shall be rejected. It is the intent of this solicitation to engage one qualified contractor to provide resurfacing and restoration services for the City of St. Cloud community swimming pool, the Chris Lyle Aquatics Center Pool, located at 2991 17th Street, St. Cloud, Florida 34769. This project will ensure the swimming pool meets current safety, health, and operational standards while extending the service life of the facility. Question Deadline 12/26/2025 at 5:00 PM ET All questions shall be addressed in writing and sent via the Portals Questions and Answers tab B. General 1. All work will be done in accordance with the Florida Administrative Code, Chapter 64E-9 - Public Swimming Pools and Bathing Places. 2. Install new slip resistant contrasting step tile on pool steps per state code. 3. Tile Coping and Joint Work a. Replace all perimeter waterline tiles with new ceramic/porcelain or clay tile with National Pool Trends (NPT) tile, color ATL-BLUE (Blue); Atlantis line, or equivalent. b. Replace 6" x 6" tiles with 6" x 6" tiles, 2" x 2" tiles with 2" x 2" tiles and the mud cap tiles around gutter system and steps with 2" x 6" nonslip tile. c. Tile needs to be grouted with Pro Spec Antique White 03 or equivalent. d. Inspect and repair coping stones or replace as directed. e. Reseal all expansion and control joints with pool-grade elastomeric sealant. 4. Fixtures and Hardware a. Remove and reinstall or replace as needed: i. Main drain covers (VGB-compliant) ii. Inlet Fittings iii. Skimmer throats and lids iv. Lane anchors and rope hooks v. Handrails and ladders (inspect and polish or replace as required) b. Apply bond kote to prepare existing old finish, to include covering all floors, walls, and scum gutter. c. Resurface pool with smooth monolithic layer of Diamond Brite pool finish (3/8" to 1/2" thick) or equivalent. d. Install new water line, inside beam and scum gutter cap tile. Final surface shall be fully cured by April 6, 2026. 5. Protection Measures a. Plug all pool drains, supplies, and return lines to prevent debris entry. b. Implement erosion, dust, and waste control measures throughout the project. c. Remove all waste and debris from the site on a daily basis. 6. Draining of the Pool a. Drain water to a suitable drainage area, utilizing well points and de-watering pumps, as necessary, to prevent hydraulic lift of the pool. b. Control groundwater as necessary. 7. Surface Preparation and Repairs a. Diamond saw cut and bevel existing pool finish, approximately 1 1/2" to 2" wide, around all wall penetrations (to include lights, main drains, return fittings, scum gutter housings, and vacuum lines) and next to tile to provide full depth and flush installation of the Diamond Brite finish or equivalent. b. Chip all loose or delaminating existing pool finish. c. Sound out and remove all hollow spots and delaminate surface material. d. Fill the hollow areas with a vinyl patching compound or sand topping mix and concrete bonding agent, bringing the area level with the existing surface. e. Acid wash the entire surface area to remove smooth areas. f. Pressure wash the entire surface area to clean and remove any chemical residue. Chip and remove tile on eight (8) swim lanes, sixteen (16) wall targets, inside beam and scum gutter cap. Repair and clean all tile surfaces before applying new tiles. 8. Pool Start Up a. Refill pool with City water, via the fire hydrant, completely balance water chemistry using the City's chemicals, start up the system, and instruct your operations in the proper technique of caring for the new finish. b. Vacuum and brush pool surface to remove dust from the new surface and ensure pool water is clear. c. Final pool acceptance shall be when all chemicals are balanced to owner's testing and acceptance. 9. Final Clean Up/Debris Removal a. Removal all waste materials from the job site and dispose at the City Transfer Station or other acceptable location. Contractor is responsible for disposal fees. 10. Hours of Work a. Monday through Friday - 7:00 A.M to 5:00 P.M. b. Saturday and Sunday - 9:00 A.M. to 5:00 P.M. with prior written approval from the Parks and Recreation Director. C. Equivalents/Alternates 1. All equivalents/alternates must be submitted via the Question and Answer Portal prior to the deadline for question, The purpose of this solicitation is to restore and resurface the Chris Lyle Aquatics Center Pool located at 2991 17th Street, St. Cloud, Florida 34769. The project will ensure the swimming pool meets current safety, health, and operational standards while extending the service life of the facility.
