Demolition, site work, asbestos abatement and renovation of a residential development in Boston, Massachusetts. Completed plans call for the demolition of a residential development; for the renovation of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.
Urban Edge Infrastructure LLC (UEI), c/o Urban Edge Housing Corporation, hereinafter referred to as the Owner, hereby invites sealed competitive bids for the above-entitled project. Bids shall be on a form supplied by the Owner, shall be clearly identified as a bid, shall contain the required bid deposit and certifications and shall be signed by the bidder. All bids for this project are subject to all applicable provisions of law, including without limitation, sections 39F and 39K through 39P of Chapter 30 and Chapter 149 Sections 29 and 44A-44J, inclusive of the Massachusetts General Laws, as amended, and shall be in accordance with the terms and provisions of the contract documents entitled Mildred Hailey Mass works Subphase 2 - Asbestos Abatement and Building Demolition Mildred Hailey Development Building 16 Boston, MA. The lowest responsible and eligible bidder for this Project will be invited to enter into a contract with Urban Edge Infrastructure LLC to perform the scope of work as set forth in the provided bid documents, including addenda. Bidders shall hold a current Certificate of Eligibility in the DCAMM categories of Abatement and Demolition. Removal and disposal of Asbestos Containing Materials and Total Demolition including Foundation Removal of 960- 964 Parker Street, Boston, MA. 960-964 Parker Street is a 23 residential unit, 3 story, masonry building constructed between 1950-1970. Scope of work is further detailed in the specifications. No questions will be answered if received after 12/24/2025 @ 10:00AM. Addendum will be emailed by December 31, 2025. Attention is called to the fact that not less than minimum prevailing wage rates set forth in the Contract Documents must be paid on this project. Attention is also called to requirements relating to Workmen's Compensation and conditions of employment. No filed sub-bids are required for this project. The following are the wage and reporting requirements: State prevailing wage. Davis-Bacon Wage Rates. Section 3 Provisions: Contractor shall to the greatest extent feasible meet the requirements of Section 3 of the Housing and Urban Development Act of 1968HUD-Federal Labor Standards Provisions. Boston Housing Authority Minority and Women Participation Provision. Standard Federal Equal Employment Construction Contract Specifications. Minimum Worker Hour Goals: Minority workers: 50% of worker hours. Women workers: 12% of worker hours. City of Boston residents: 51% of worker hours. Section 3 residents: 25% of construction workforce to be comprised of Section 3 residents, with 5% of workers in this category to be comprised of Targeted Section 3 residents, as defined by HUD. Minimum Hiring goals: MBE: 30% of the value of each construction contract. "MBE" is defined as a business enterprise that is at least fifty-one percent (51%) beneficially owned, managed and controlled by one or more minority persons. (For purposes of the foregoing, "minority" shall include those persons who identify as Blacks, Hispanics, Cape Verdeans, Asian Americans and/or Native Americans.)WBE: 10% of the value of each construction contract. "WBE" is defined as a business enterprise that is at least fifty-one percent (51%) beneficially owned, managed and controlled by one or more women. Section 3 Businesses: 10% of the value of each construction contract per current HUD requirements. Priorities (To the extent that the following is feasible): Neighborhood residents: 25% of worker hours, which can be inclusive of the 51% of City of Boston residents. Neighborhood residents is defined as residents living within the zip codes: 02115, 02118, 02119, 02120, 02121, 02122, 02124, 02125, 02126, 02130. Neighborhood MBE: 10% of the value of each construction contract to be awarded to Neighborhood MBE. Neighborhood MBEs are MBEs with an address within the zip codes: 02115, 02118, 02119, 02120, 02121, 02122, 02124, 02125, 02126, 02130. All bidders are hereby notified that bid deposits must accompany the filed bid, must be a minimum of five percent (5%) of his or her bid and shall be in the form of a bid bond, certified check, cashier's check, or treasurer's check made payable to Urban Edge Infrastructure LLC. All bids which are not accompanied by the proper bid deposit or certification, or which are on a form not completely filled in or which are incomplete, conditional or obscure, or which contain any additions or deductions not called for, shall be invalid. Payment and Performance Bonds is required of the successful bidder each should be in the amount of 100% of the Total Contract Price. Bids may be held by the Awarding Authority for a period not to exceed 120-days from the date of the opening of the bids, Saturdays, Sundays, and legal holidays excluded, for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. The Awarding Authority reserves the right to waive informalities, to reject any and all bids and to award the Contract in the best interest of the Awarding Authority *The bid list for this project may be incomplete.
