Renovation of a civil project in Toronto, Ontario. Completed plans call for the renovation of a water / sewer project.

A. The description of the Work is not, nor is it intended to be a complete and all-inclusive "Description of Work". The complete Tender Document package and specifications shall be read by the General Contractor as a whole in determining the scope of Work. B. The Work to be done is described in general terms in accordance with the definition of the Work stipulated in the Request for Tenders. C. The Work to be done under this Contract, as specified herein and as shown on the Contract Drawings is for the construction of utilities and services required to perform upgrades to process equipment, electrical system, instrumentation and control system, structural work, architectural work, site work, and mechanical system (HVAC and plumbing) facilities and miscellaneous works at the Highland Creek Treatment Plant. The Work listed shall include the provision, consisting of supply, installation, wiring, testing and commissioning of all equipment required to make the facility fully functional. D. All replacement work includes the demolition, decommissioning and removal of the existing, and the provision of new. E. In general, the Work consists of, but is not limited to, the following as described below by process area: 1. Area 1 - Sludge Storage Tanks Upgrades: (A) Sludge Storage Tanks Cleaning: (a) Removal and disposal off site of entire liquids and solids of the four (x4) SST tanks. Complete cleaning of the interior of each SST including preparation of refurbishment works. (b) Cleaning of interior of all sludge piping within each SST and withing the SST building associated with the Mixing Pump system, including high pressure washing. (c) Cleaning of interior of SST transfer pumps suction line with each SST and within the SST Building, including high pressure washing (d) Inspection of four (x4) SSTs to determine the extent of damage and required structural, process and coating repairs. Repairs are Provisional in nature. Works shall be undertaken in collaboration with AECOM's coating specialist, G.L.Stone Consulting Ltd., Mississauga, ON. (B) Sludge Storage Tanks Mixing Pump Refurbishment: (a) Refurbishment of four (x4) SST sludge mixing pumps including "repair and rebuilding the rotating assembly only". (C) Miscellaneous Valve Upgrades (a) Removal of ten (x10) manual knife gate valves (KGV). (b) Provision and installation of ten (x10) new pneumatically operated KGVs. (c) Supply of compressed air line for each KGV operation, by taping in from the nearest existing compressed air line available at the SST Control building (d) Provision of ten (x10) new control panels, communication and power wiring for new KGVs. SCADA and programming works for new KGVs. (D) Sludge Storage Biofilter Sump Pump Discharge Rerouting (a) Rerouting of SST Biofilter sump pump discharge location piping in the SST basement to the sump pump located at the intersection of Tunnel 14 and 15 in the Southwest Plant. (b) New stainless-steel piping, supports and air release valve required for rerouting. (c) Odour exhaust modifications including new exhaust fan, demolition of existing exhaust ducting, associated electrical, SCADA and programming works, and others for a complete functioning system (E) Sludge Storage Tanks Cover Modifications: (a) Provide new goose neck vent(s) c/w animal screen (b) Existing 350 mm gooseneck vent to be modified to accommodate new animal screen and improve access, as shown in drawings (c) Seal the perimeter gap between the aluminum cover and the wall of the concrete storage tank as shown in drawings (d) Undertake exhaust modifications, roof ducting support, and new motorized damper for each storage tank as identified in the drawings (e) Construct the 650 mm stainless steel common header including the tie-in to both SST Covers and Humidifier enclosure as shown in the drawings (f) All Civil and Structural support work for the 650 mm header as shown in the drawings (g) SCADA and programming upgrades associated with sub clause 1.4.E.1.E. above (h) Electrical demolition and upgrades including power and control cables associated with sub clause 1.4.E.1.A.4 above including but not limited to valves, exhaust fan (i) Heat tracing for the outdoor odour control pipes (j) Modify existing THC-ELS-MCC-1860/2860 and THC-ELS-PDP-2861 to provide power to upgraded biofilter fans, PDP at SST biofilter enclosure, SST temporary odour control unit, and miscellaneous loads. (k) Refer to work in Area 2. 2. Area 2 - Thickened Waste Activated Sludge (TWAS) and Sludge Storage Tank (SST) Biofilter Upgrades: (A) TWAS Biofilter Enclosure: (a) Removal of existing humidifier and bypass ducting including recirculation pumps, heaters, control panels, instrumentation and nutrient removal system. (b) Excavation and removal of underground drain and water piping (c) Caisson installation for new enclosure foundation including new water supply (strained effluent and process water) piping and drains. (d) Provision of new humidifier, instrumentation and bypass ducting inside a new enclosure. (e) New odourous air sampling ports. (f) New enclosure equipped with HVAC, water supply panels, gas monitoring, lighting and access platform. (g) Installation of Vendor water distribution panels. (h) New enclosure signage and security system. (i) New driveway to enclosure entrance. (j) Complete removal and disposal of biofilter bed media, irrigation system and bed media flooring. (k) Cleaning of cell interior as needed to the satisfaction of biofilter media supplier and consultant. (l) Inspection of biofilter cells to determine the extent of damage and required structural repairs. Repairs are Provisional in nature. (m) Miscellaneous repairs to biofilter cell covers, and installation of new hatches (n) New pressure tubing penetration in biofilter cell influent chamber. (o) Installation of new media flooring, new media and new irrigation system. (p) SCADA and programming upgrades. (q) Refer to work in Area 2 - Sub Clause 1.4.E.2.A. above (r) Identify rerouting of all cables being affected by duct banks and manhole demolition. all existing equipment and devices to remain shall be re-fed from the same existing power and control source. investigate before starting the construction and demolition of the manhole. (s) Demolish existing manhole and ductbank. Provide new ductbank as shown in drawings,and connect to the existing one. (t) Provide PDP, transformer, lighting panel, lighting fixture, lighting control, emergency lighting, and security at the Biofilter enclosure (u) Heat tracing for the outdoor odour control pipes (B) TWAS Biofilter Fan Enclosure Upgrades: (a) Provision of new partial wall on front side of existing fan enclosure. Wall to be fitted with set of three barn style double doors. (b) New lighting and acoustic panels inside enclosure. (c) New drains and include insulation and heat tracing for ID fans. (d) Replacement of existing ID fans with new fans as specified (e) Undertaking of electrical works at THC-ELS-MCC-1850 located in the Thickening WAS building to support the new ID fans (f) Provide lighting fixture, lighting control, emergency lighting, and security to the TWAS Fan Enclosure (g) Heat tracing for the control pipes (h) Relocate existing devices to accommodate the installation of new doors. (i) SCADA and programming upgrades. (C) SST Biofilter Enclosure: (a) Removal of existing humidifier and bypass ducting including recirculation pumps, heaters, control panels, instrumentation and nutrient removal system. (b) Excavation and removal of underground drain and water piping. (c) Rerouting of existing storm sewer, and electrical ductbank. (d) Caisson installation for new enclosure foundation including new water supply (strained effluent and process water) piping and drains. (e) Provision of new humidifier, instrumentation and bypass ducting inside a new enclosure. (f) New methane and odourous air sampling ports. (g) Removal of existing methane analyzers inside SST odourous air ducting upstream of humidifier. Remediation of ductwork. (h) New gas analyzer and control panels for methane detection to be install in the new equipment building. Panel and analysers installed at ground level. (i) Provision of new modulating and isolation dampers on SST exhaust ductwork. (j) Sealing of complete perimeter air gap on four (x4) SSTs. (k) New enclosure equipped with HVAC, water supply panels, gas monitoring, lighting and access platform. (l) Installation of Vendor water distribution panels. (m) Demolish existing ductbank. Provide new ductbank and connect to the existing manhole. (n) Provide PDP, transformer, lighting panel, lighting fixture, lighting control, emergency lighting, and security at the Biofilter enclosure (o) Heat tracing for the outdoor odour control pipes (p) Complete removal and disposal of biofilter bed media, irrigation system, and bed media flooring. (q) Cleaning of cell interior as needed to the satisfaction of biofilter media supplier and consultant. (w) Refer to work in Area 2 - Sub Clause 1.4.A.2.C. above (D) SST Biofilter Fan Enclosure Upgrades: (a) Provision of new partial wall on front of existing fan enclosure. Wall to be fitted with set of three barn style double doors. (b) New lighting and acoustic panels inside enclosure. (c) New drains and include insulation and heat tracing for ID fans. (d) Replacement of existing fans ID fans with new fans as specified. (e) Undertaking of electrical works at THC-ELS-MCC-1860 located in the Sludge Storage building to support the new ID fans. (f) Provide lighting fixture, lighting control, emergency lighting, and security to the TWAS Fan Enclosure. (g) Heat tracing for the control pipes. (h) Relocate existing devices to accommodate the installation of new doors. (i) SCADA and programming upgrades. (E) Temporary Biofilter: (a) Provision of one temporary biofilter package including fan and all required ancillary components. (b) Provision of temporary ductwork and connections from temporary biofilter to SST and TWAS biofilters. (c) All structural, electrical, and civil works required for the satisfactory installation of the unit for successful operation of then unit until the required duration of the project. (d) All works needed to power the unit for successful operation of the unit until the required duration of the project. (e) Monitoring and maintenance as needed for the successful operation of the unit, until the required duration of the project. (F) Tree removals to suit construction works in Area 2 3. Area 3 - TWAS Building Upgrades: (A) TWAS Storage Tank Upgrades: (a) Provision of new access doors to two (x2) TWAS storage tanks. (b) Demolition and removal of all concrete benching inside (x2) TWAS storage tank. (c) Provision of two (x2) new TWAS mixing pumps complete with mixing piping, valves, supports, control panels, tagging, wiring and programming. New piping, nozzles and supports inside existing TWAS storage tanks. (d) Replacement of four (x4) existing TWAS transfer pumps including associated VFDs and ancillary valving. (e) Demolition of TWAS transfer pumps suction piping. New configuration and valving installed. (f) Replacement of level transmitters and sensors for two (x2) TWAS storage tanks. (g) Replacement of flow transmitters and density analyzers for two (x2) TWAS storage tank transfer lines. (h) Demolition of two (x2) existing effluent controlled pressure relief valves on for two (x2) TWAS storage tank transfer lines. (i) Provision and installation of two (x2) new spring controlled pressure relief valves on for two (x2) TWAS storage tank transfer lines. (B) Automatic Strainers: (a) Provision of two vendor supplied (x2) automatic strainers including all valves, supports, control panels, tagging, wiring and programming, (b) New strained water supply piping including supports from strainer location in TWAS building mezzanine level to both SST and TWAS enclosures. (c) All structural, electrical, and civil works required for the satisfactory installation of the unit for successful operation of the unit. 4. Area 4 - Sodium Hypochlorite Feed and Storage System Demolition: (A) Sodium Hypochlorite Building, Dosing and Storage Demolition (a) Complete demolition of Sodium Hypochlorite dosing building and storage tank area including all substructures. (b) Removal of and disposal off site of residual chemical in storage tanks prior to demolition. (c) Demolition of all instrumentation, mechanical, electrical and process equipment and piping inside dosing building. Coordination with Contract Administrator prior to removal of equipment. (d) Removal of all communication panels and communication to main plant network. (e) Demolition of all dosing piping within tunnel system and above ground throughout Southwest and Northwest Plants. Cap and abandon buried dosing piping in all areas except the main building and storage tank demolition footprint area. (f) Demolition of all water supply piping and exterior eyewash equipment. Extent of mechanical water piping to include up to hot water tank in basement of Northwest Plant Aeration Building basement. (g) Backfill, compaction and minimal soil topping to restore area to final grading. (h) Removal of existing tagging in accordance with Section 13040 and as shown on Contract Drawings. (B) Northwest (NW) Maintenance Access Road: (a) Provision of new structurally enhanced driveway from main road up to NW aeration building, as shown in the drawings. 5. Area 5 - Beechgrove Drive Exterior Sidewalk (A) Provision of continuous pedestrian sidewalk starting from the north end of Beechgrove Drive and continuing south down past the Metrolinx rail crossing and ending at the public waterfront parking. (B) Site preparation, excavation, backfill, compaction and concrete for new sidewalk. (C) Provision of ancillary sidewalks to on either side of Beechgrove Drive to connect Plant owned areas to the new sidewalk. (D) Provision of new drainage grating underneath sidewalk. (E) Provision of new pedestrian crossing gates at Metrolinx rail crossing including operation of those gates and upgrades to existing Bungalow to accommodate these gates. (F) Tree removals and protection to support the work. (G) Asphalt paving at areas as shown in the drawings. (H) all other works shown in the contract drawings as part of this scope of work. 6. Area 6 - Decommissioning of Plant Stores Building (a) Complete demolition of Plant Stores building as shown in drawings. (b) Demolition of all instrumentation, mechanical, electrical and process equipment and piping and other miscellaneous items inside the building. Coordination with Contract Administrator prior to removal of equipment. (c) Provision of full abatement of designated substances associated with demolition of the Plant Stores Building, including any asbestos-containing materials and other designated substances identified in the Designated Substance Survey. (d) Removal of all communication panels and communication to main plant network. (e) Disconnection and partial removal of existing fibre optic cable. (f) Backfill, compaction and minimal soil topping to restore area to final grading as shown in drawing, unless noted otherwise. (g) Relocation of the flow transmitters servicing SE Plant Influent Channels including both power and communication related wiring as shown in drawings. (h) SCADA programming and testing and commissioning as needed for the two flow meters to service as needed. (i) Removal of existing tagging in accordance with Section 13040 and as shown on Contract Drawings. (j) All other miscellaneous works associated with both plant demolition and flow transmitter relocation tasks. 7. Area 7 - TWAS Building Roof Replacement (a) Complete demolition of TWAS building roof as shown in drawings. (b) Demolition of any building mechanical, and structural elements as needed as part of roof demolition and removal. Coordination with Contract Administrator prior to undertaking these tasks. (c) Provision of full abatement of designated substances associated with demolition and removal of the existing roof assembly, including any asbestos-containing materials and other designated substances identified in the Designated Substance Survey. (d) Installation of new roof as shown in drawing and specified. (e) Installation and commissioning of roof drainage related to new roof. (f) Undertaking of associated structural works to support new roof, as identified in the drawings. (g) Civil works to support the roof rain management around the building as shown in the drawings. (h) Tree pruning that overhands onto the roof at the northeast corner of the TWAS roof. F. Contractor to refer to the following specifications for detailed requirements and constraints related to the Entity Information Worksheet (EIW) also known as a WMS sheet. The scope of work related to the production, review and payment terms is critical and should be thoroughly reviewed as there have been major changes to this process: (A) 01025 Measurement and Payment (B) 01310 Project Scheduling and Progress Reporting (C) 01330 Submittals (D) 01640 Manufacturer Services (E) 01720 WMS (F) 01730 Operations and Maintenance Data (G) 01810 Equipment Testing and Facility Commissioning G. All Process Control System (PCS) RPU/SCADA programming work will be completed by Contract Administrator's System Integrator. "Contract Administrator's System Integrator" and "Contract Administrator's SCADA Integrator" are used interchangeably in the Contract Documents. 1. Allow sufficient time and resources in the construction schedule to fully support the Contract Administrator's SCADA Integrator during software implementation and testing, including temporary modifications. 2. PCS Software Implementation Coordination Workshops (A) Meet with the Contractor Administrator and City to discuss aspects of software implementation in conjunction with construction sequence, and provisions of respective hardware and field equipment start-up. Allow for two (2) 8-hour long workshops. (B) Integrate all the coordination requirements into the construction schedule
