For this contract there is a Minority and Women-owned Business Enterprises ("MWBEs") utilization goal of 30%. The Board reserves the right to reject any or all bid proposals received and subject to these reservations, shall award the contract to the lowest qualified and responsible bidder. Bids which, in the opinion of the Board, are unbalanced shall be rejected. In submitting a bid, bidders agree not to withdraw their bid within forty-five (45) days after the date for the opening thereof.
