The New York State Bridge Authority (NYSBA) seeks to implement an Emergency Bridge Closure System in both directions at all five bridge crossings owned and operated by NYSBA including the Rip Van Winkle Bridge connecting Catskill, NY and Hudson, NY, the Kingston-Rhinecliff Bridge connecting Kingston, NY and Rhinecliff, NY, the Mid-Hudson Bridge connecting Highland, NY and Poughkeepsie, NY, the Newburgh-Beacon Bridge connecting Newburgh, NY and Beacon, NY and the Bear Mountain Bridge connecting Fort Montgomery, NY and Peekskill, NY. The intent is for NYSBA's 24/7 Command Center to remotely and efficiently close the bridge span to vehicular, pedestrian and cyclist traffic during an emergency, while also initiating evacuation alerts to safely guide any individuals currently on the bridge to secure areas, thereby supporting overall public safety and infrastructure security. The Proposer shall assess each bridge facility and assist NYSBA in determinging the optimal location to implement the components of such a system, including, but not limited to, dedicated signage (e.g. Blank Out Sign BOS), audible alert (e.g. sirens), visual alert (e.g. flashing strobe lights) and physical barriers (e.g. gate). Vendors are encouraged to propose alternative or innovative solutions that meet or exceed the requirements of this project and offer improved functionality, integration, or cost-efficiency. The Proposer will create and provide the design work and bid documentation for this project at each bridge location, taking into consideration integration with existing NYSBA systems to optimize emergency management.
