The project is expected to be awarded on April 22, 2026.** Reference Number 0000411968 Question Acceptance Deadline 2/24/26 4:30 PM EST/EDT The proposals will consist of a Single Contract for General Construction under a Project Labor Agreement for performance of all work. The work of the project consists of: The project consists of adaptive reuse of an existing garage and office area adjacent to the existing fire department. Demolition includes selective demolition of interior and exterior finishes, site finishes, site utilities, asbestos abatement, roof removal, and partial garage structure removal. New Construction includes rebuilding of taller, deeper apparatus bay area, entrance canopies, geothermal wells, roof top solar PV system, emergency backup generator and accessibility features including ramps and chair lifts. Renovations include resurfacing of adjacent parking lot; site utility re-connections; exterior brick/facade repair/repointing; exterior facade improvements; window and door replacement; roof replacement; interior walls, doors, restrooms, kitchen, sleeping quarters, storage and garage spaces; interior wall, floor and ceiling replacements; thermal envelope improvements; electrical power, lighting, and low voltage distribution systems. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % Each proposal must be accompanied by a certified check payable to The City of Kingston or by a Bid Bond for a sum equal to five percent (5%) of the bid, conditioned as set forth in the Instructions to Bidders. All bid security, except those of the three lowest bidders will be returned within four days after formal opening of bids. The bid security provided by the three lowest bidders will be returned after the execution of the Contract or until 60 days after the bid opening, whichever is longer. No bidder may withdraw his bid within 60 (sixty) days after the actual date of the opening thereof. The City of Kingston expressly reserves the right to waive any informality in or to accept any bid, or to reject any and all bids, or to award on any or all items, as the interest of the City of Kingston may appear to require. The Work of the Project is Defined by the Contract Documents and includes but is not limited to the following: 1. Site Demolition including: a. Adjacent parking lot surface removal as outlined in the civil drawings. b. Existing front apron concrete, asphalt, retaining wall, planter, sidewalk and curb removal as required to perform new work. c. As needed utility demolition in order to perform and connect new work. d. Adjacent light poles as referenced on the civil drawings. 2. Selective Building Demolition Including: a. Removal of existing garage bays including front wall, roof, steel beams, concrete floor, loading dock structure and miscellaneous additional components as required to perform new work. b. Existing roof assemblies down to structural deck as outlined on the demolition drawings and required to perform new roofing work. c. Hazardous Material abatement work as outlined in the specification and drawings. d. Exterior masonry selective demolition as required to perform new construction and restoration of existing assemblies. e. Removal of windows and doors as referenced on drawings. f. Removal of interior walls, fixtures and equipment as required to perform new work. g. Removal of interior walls, ceiling and floor finishes as required to perform new work. h. Additional Architectural, Structural, Mechanical, Plumbing and Electrical systems as referenced on drawings and required to perform new work. 3. Architectural/Structural: a. Exterior walls including structural elements, thermal envelop and finishes. b. Structural steel framing. c. Light gauge metal framing. d. Concrete foundations, trench drains, footings, slabs and stairs. e. Windows and Doors. f. Exterior accessible platform lift and associated equipment. g. Roofing. h. Exterior finishes. i. Interior walls, doors, windows, fixtures and finishes. j. Millwork, casework and other misc equipment. k. Interior floor, wall and ceiling finishes. 4. Plumbing systems including: a. Domestic water distribution system including piping, pumps, water heater and misc equipment & fixtures. b. Plumbing fixtures including but not limited to electric water coolers, one (1) gear washer, service sinks, hose reels, kitchen sink, lavatory sinks, shower trench drain, shower head, shower, urinals, toilets, hose bibs and mop receptor. c. Roof drains and associated piping. d. Underground piping as required. 5. HVAC systems including: a. Radiant floor system at apparatus bay including associated boiler, manifolds, radiant piping, and miscellaneous equipment. b. VRV heating system through al. c. Secondary electric unit heaters. d. Exhaust fans. e. Dedicated outdoor air system. f. Roof curbs, ductwork and other connection equipment. g. Direct connection vehicle exhaust system. 6. Electrical systems including: a. New electrical service. b. Power distribution including sub-panels, conduit, outlets, switches and miscellaneous items. c. Interior and Exterior Lighting system including fixtures, wiring, occupancy sensors and controls. d. Power connection to equipment including local disconnects as required. e. Back boxes and conduit for data, access control, security and cable management. f. Backup generator. g. Fire Alarm System including conn. 7. Fire Protection systems including: a. New water riser with back flow preventer and related valves, rpz and equipment as required. b. Sprinkler distribution system including, hangers, piping, connectors, branch piping, sidewall heads, ceiling heads, flexible head as required for a fully functional system and connectivity to the fire alarm system. 8. Site Improvements a. Asphalt pavement at adjacent parking lot including re-striping. b. Concrete apron, pavement, sidewalks and curbing within the project limits. c. Site utilities as shown on drawings and specified elsewhere. d. Oil/water separator at apparatus bay garage trench drain connections including associated piping and connection to sanitary system. 9. Alternates are identified under Section 012300 - Alternates. Work completed by May 28, 2027.
