This project involves construction services to replace and upgrade steam safety valves within the steam boiler system in Building 75 at the Jefferson Barracks VA. The scope includes removal and installation of eight steam safety valves: two per each of the three boilers (six total), one safety valve following the PRV station upstream of the deaerator, and one deaerator safety valve. All work and equipment must comply with VHA Directive 1810. For the boilers, two new valves per unit will be installed with specific requirements: one set to relieve steam at 130 psi for 80% of total steam capacity (28,000 lbs/hr) and another at 135 psi for 100% capacity (35,000 lbs/hr), both constructed of cast steel. Installation will require flange reducers, upsized drip bowls/cups, upgraded A193 flange steam bolts, and modifications to steam escape piping as needed. The PRV safety valve will be replaced with a new Kunkle valve rated to relieve steam at 15 psi with a capacity of 17,972 lbs/hr, and the deaerator safety valve will be replaced with a new valve rated at 15 psi with a capacity of 2,990 lbs/hr (acceptable range 500-1,000 lbs/hr), also constructed of cast steel. The contractor shall provide all labor, supervision, materials, tools, equipment, scaffolding, and resources necessary to complete the work, including removal and disposal of old equipment. Responsibilities include safe shutdown and lockout/tagout of boilers and steam lines, scaffolding setup and removal, leak testing after installation, and safe restart of the steam system. All work must meet final construction specifications and comply with records management and privacy requirements. The period of performance is 180 calendar days after notice to proceed.
