The purpose is to refurbish an athletic field at Thomas Harrison Middle School, including laser regrading, installation of irrigation, and laying rolled sod over the entire field surface. The field is within a 440-yard oval track and needs to be re-graded to achieve proper drainage. Oral questions will not be permitted. All responses to inquiries will be in writing and will be posted as addenda. The City reserves the right to cancel this RFP at any time or reject any or all proposals received as a result of this RFP if it is in the best interest of the City. The City reserves the right to waive any informality in any proposal. Plan Holders List not maintained. PRE-PROPOSAL MEETING: N/A No pre-proposal meeting will be held for this solicitation. Offerors who wish to schedule a site visit may contact the Contract Administrator at 540-438-1644. No site visits will be scheduled after the deadline for questions as listed on the Cover Page. Offeror shall provide all labor, materials, and equipment to: Reverse tine till the area inside the 440-yard oval track to a depth of 5 inches. Laser grade the area within 1/4" of final grade to provide adequate slope and drainage for a sports field. Install a 4 row, 8 heads per row irrigation system on the field area with heads approximately 55 feet apart. Extra heads are also to be installed to cover the grass in the D areas of the oval. Final coverage must cover 100% of the area inside the 440-yard oval. Detailed specifications on the proposed irrigation system shall be submitted with proposal. Irrigation trenches should be 18 inches depth for zone lines and 24 inches depth for the main line. Following installation all trenches should be compacted. Field should be laser graded to ensure grade is still correct following installation of irrigation systems. Install Tahoma31 (or approved alternate) sod in big rolls over the entire field ensuring it is rolled tight. Install bridge of turf matts over asphalt track where any equipment will cross.
