The City of Tupelo requests proposals from qualified firms or individuals to provide engineering services related to a water infrastructure project with potential funding from the Appalachian Regional Commission and/or other federal funding agencies. The scope of work includes: preparing a preliminary cost estimate and preliminary engineering report for the application, and, if a grant is awarded, preparing plans and specifications; distributing bid documents; assisting in bid opening and preparing bid tabulation; assisting in the execution of construction contracts; holding a preconstruction conference; performing construction inspection, including periodic reports to the City of Tupelo; and approving all payment requests. All proposals must be submitted in a sealed envelope and marked "Proposal for Engineering Services with Bid Number 2025-044WL." Proposals will be evaluated on qualifications (40 points), experience (40 points), and capacity for performance (20 points). Required proposal details include: qualifications of persons assigned to the project; information regarding the firm’s experience and previously undertaken projects, including type and status of grants awarded; and the number and title of staff assigned to provide services. The City of Tupelo may hold proposals for up to thirty days to review content and qualifications. The City reserves the right to reject any or all proposals. Subject to grant award and removal of environmental conditions, a contract will be awarded to the individual or firm whose proposal is determined to be most advantageous, price and other factors considered. The contract will specify the scope and extent of work and will be executed on a fixed price basis.
