Site work and new construction of a communication facility in Garland, Texas. Completed plans call for the construction of a communication facility; and for site work for a communication facility.
This is an evaluated bid, please pay close attention to the weighted criteria listed on the GP&L Construction Contractor Questionnaire. Provide a complete and organized response. A Bid Bond in the amount of 5% is required with your bid response. A Payment, Performance and Maintenance (2 yr.) Bond will be required upon award. Please acknowledge the City of Garland Terms and Conditions in the Attributes section. Question Deadline 01/12/2026 at 5:00 PM CT Wylie Switch is a 138kV, 3000A, 50kA rated Breaker and a Half Configuration built in 2014. A newlarge load is being constructedNorthofthe station whichrequiresthatthe existing stationbeupgradedandthe138 kVline fromBenDavistoOlingerbereconfigured and upgraded. The transmission line upgrade is not included in this scope and will be constructed under a different contract. The general scope of this project will include the following additions and modifications: o Add one new breaker and a half bay on the west side of the station. The existing Ben Davis to Olinger line that presently bypasses the station will be reconfigured to supply the new Mallard load by terminating in the new bay. The other terminal in the new line bay will supply the Ben Davis Station. A combo metering unit will be installed for the Mallard line. This new bay can startimmediately asit does notrequire expansion to the West initially. The site will be expanded to the West fifty (50) feet to accomodate transmission deadend structures and access. Grounding modifications will also be required to ground the new fence section and integrate the new fence section into the ground grid. (See ground grid modifications) o The existing west and middle line bays will remain as they are. o The line from Nevada, currently terminated in the easternmost bay, will be reterminated in a new breaker and a half bay on the eastside of the station. The OL-3 line will be transferred to theNorth Bus with a new breaker and the existing breaker on the South bus will remain in place for future loads to the South. o Some existing high bus structures, switches, CVT's and arresters will be relocated as shown on the drawings. o Bus side switches for the future rung will be installed to facilitate the build-out of the future bay. o The North and South buses will be extended to the new far east bay. All insulators on the North and South buses will be upgraded to high strength. Four (4), three-phase bus supports outsidetheNorth and South buses in existing bays 1 & 2 will be removed and twelve (12) new single-phase bussupports will be installed to increase the accessibility on the North and South sides of the station. o Install steel structures and foundations as shown to support the new modifications. o Install steel lightning shield structures as shown and expand shield wire as shown. o Existing cable trench and associated lids willremain, but new HS-20 rated trench will be installed with Fibrelite lids. New vertical ducts will be required between the new termination cabinets in the enclosure expansion and the new section of cable trench. o Add a new 100kVA SSVT to the north bus and relocate and convert the existing 50 kVA SSVT on the south bus to 100kVA. The existing Cooperative distribution station service will be removed. The upgrade also includes upgrading field cable and disconnect switches. The existing MTS will be replaced with an ATS in the control enclosure by others. A DC tie will also be added by others. o Replace the existing 50 kW generator with a 100kW unit and deliver the 50 kW generator to a storage site determined by GP&L. Move the existing propane tank as shown on the drawings. o Expand the existing control enclosure to the south to accommodate the installation of new panels and equipment and future anticipated build-out needs for the station. o The property will be expanded 10' on the North and South sides. The existing fence will remain. The property will be expanded 50' to the West and the exising chain link fence section on the West will be removed and a new chain link fence section will be installed 10' inside the new property line and integrated into the existing ground grid and perimeter ground loop. o Upgrade the Security system. This includes removals and additions of new switch cabinets, cameras, poles and cabling. A new fiber ring will also be constructed. o Add field fiber communications as shown including risers at each transmission line deadend structure. OPGW racks & splice cabinets will be supplied by others. o Modify ground grid as shown. o Modify lighting as shown. o Modify Drainage by removing existing rip-rap drains on the North and South and replacing with concrete trench. Removed rip rap may be reinstalled as detailed by GPL. The Wylie Switching Station project is located near Lavon, Texas. The project is the upgrade of an existing site. The GP&L 138 kV Switch Yard constructed by this Contract will add bays for future loads to supply a new battery storage facility north of the station. Transmission Line construction will also be ongoing by others to upgrade the power source for this new load. A detailed summary of the Scope of Work is available in the included, separate Scope of Work document. This document is intended to provide specifications for required construction and materials. The scope of this work includes site development for expansion to the West, extending the fence, all digging, hand excavation if required, yard resurfacing, new flexible base and restoration, structural concrete and foundations, structure erection, bus installation, equipment installation, overhead lightning shielding installation, cable trench installation, conduit system installation, cable/fiber system installation, grounding system installation, security upgrades, miscellaneous materials, incidentals, and labor. The substation site is not located in a flood zone per FEMA flood hazard maps. Typical weather pattern for the Collin County region is expected. Wind design shall be for 3 second gust 90mpg velocity or 30mph wind on 3/4 " radial ice as determined per ASCE 7-05 and ASCE 113. 1.2.1 These Specifications establish the requirements for material and construction of the Wylie Switchyard. The work is more fully described in the Scope of Work document, the following Specifications and in the Drawings. 1.2.2 The work includes the furnishing of all materials and equipment not furnished by the Owner (GP&L), machinery, tools, labor, transportation, and other means required to construct the Project in strict accordance with the Specifications and Drawings. 1.2.3 The Contractor shall perform complete work regardless of possible omissions in the Drawings, construction units, vendor drawings, Owner-furnished material lists, and these Specifications. Miscellaneous material items that are missing shall be furnished by the Contractor at no additional cost to the Owner to produce a complete working system in conformity with the intent of the work. The Engineer shall have final authority in determining the Contractor's responsibility to complete all work in conformance with the Drawings and Specifications. The Engineer shall have the final authority to direct the Contractor to correct all work that has been improperly performed, at no additional cost to the Owner.
