Bids are invited for several unit price items of work, including pulverizing the existing roadway 6 inches deep, adding 6,754 square yards of 4-inch base rock, 6,460 square yards of 2-inch HMAC, and cement stabilization. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid for contracts that exceed $100,000. A certified check or bank draft payable to the City of Callisburg or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. The project will be financed with assistance from the Texas Department of Agriculture under the U.S. Department of Housing and Urban Development Community Development Block Grant program and is subject to all applicable Federal and State laws and regulations. The federally determined prevailing (Davis-Bacon and Related Acts) wage rate as issued by the Department of Labor and contained in the contract documents must be paid on this project. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for contracts and subcontracts. All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. Any contract(s) awarded are subject to the Buy America Build America Act (BABA), section 70914 of Public Law No. 117-58, §§ 70901-52. The City of Callisburg reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Callisburg for a period not to exceed 90 calendar days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
