Sealed proposals are invited for constructing Bolton's Branch Drainage Improvements, specifically for drainage repairs. Bids must be made on the provided Proposal form, with all attached documents returned. Projects are bid excluding taxes, and compliance with state codes and requirements is mandatory. Bids must include a check or bid bond for 5% of the amount bid (maximum $10,000), payable to the City, to assure contract execution and bonding within ten days of award notice. Performance and labor/material bonds for the contract amount must be provided upon award, issued by a Surety acceptable to the City and on the required forms. In case of default in contract execution or bonding, the bid check is forfeited to the City for damages or additional costs. A certificate of comprehensive insurance meeting specified coverage requirements, including naming the City of Mobile and its agents as insureds, must be furnished at contract signing. Bidders must also be licensed Alabama contractors, listing their state license number on the outside of bids and holding the correct classification. The contractor must not be disqualified from state projects and is required to pay prevailing wage rates. The right is reserved to reject any or all bids, or to waive informalities. Bids must be sealed and labeled with the project name and number. A mandatory Pre-Bid Conference is required for eligibility, with representation by an employee or principal of the bidding company, and one individual cannot represent multiple companies. No bids will be issued after 24 hours following the Pre-Bid Conference, and no questions will be entertained after the designated deadline. Liquidated damages apply for not completing the work on time, per specified standards.
