The scope of work is for an engineering firm to provide pre- and post-award services for various community and economic development projects. Tasks include, but are not limited to, preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. All engineering contracts will require obtaining and maintaining Build America Buy America (BABA) documentation during construction, with these records transferred to the grant recipient and the engineer certifying completion at the end of the project. Anticipated projects involve public infrastructure improvements such as water, sewer, street paving, and drainage, for which the city may seek federal or state funding. Instructions to bidders require interested firms to submit their qualifications and proposals. Proposals must address qualifications and timeframes relevant to the scope, answer specific questions regarding experience, personnel, insurance, and related matters, and include a specific cost estimate for all engineering services from start to project close-out. Included tasks are: cost estimates, preparation of plans/specifications and final design, surveying, bid documents, assistance in bid opening, bid analysis, management of contractor performance, inspections, preparation of change orders, approval of contractor's payment requests, all required reporting and documentation to DCA, and BABA documentation. Proposals must be mailed to the specified address and received by the stated deadline. The right is reserved to accept or reject any or all proposals and to waive informalities.
