Site work for a mixed-use development in Waycross, Georgia. Completed plans call for site work for a one-story above grade water / sewer project; and one-story above grade detention facility.

The project is for the Ware State Prison Waterline Underground Heat Loop Replacement at Waycross, Georgia. Bids must be submitted via GSFICs online bidding and project management system, e-Builder. Paper bids are not accepted. Required forms, including the Bid Verification, Statement of Qualifications, and all other necessary documents, must be completed, executed, and uploaded to e-Builder. A mandatory pre-bid conference will be held at the project site, and attendance, including site tour and project discussion, is required for bid qualification. Failure to attend will result in automatic disqualification. Questions must be submitted in writing through e-Builder, and only written responses are binding. There must be no communication with any State employee other than the listed contracting officer, except during the pre-bid conference. Violation of this instruction may result in bid rejection. No oral interpretations will be made to bidders as to the requirements of the Bidding Documents. Requests for interpretation of the Bidding Documents shall be made in writing not later than six (6) business days prior to the date set for receipt of bids. All interpretations made to the bidders will be issued in the form of addenda to the Bidding Documents and will be posted to the e-Builder web site. Such addenda are to be acknowledged at the appropriate location on the electronic Bid Form. No addenda will be issued within three (3) business days of the date set for receipt of bids without an extension of the bid date. The Contract and Scope of Work. The Contract includes this Form of Contract, Contract General Requirements, Supplementary Contract Requirements, Exhibits, and all Drawings and Specifications included in the Bidding Documents titled Ware State Prison Waterline Underground Heat Loop Replacement & Central Plant Upgrades, and all Addenda, each of which are incorporated herein. Contractor shall furnish all the materials and perform all the Work described in the Contract and shall do everything required by or reasonably inferable therefrom. No questions other than those submitted in writing will be accepted, and only written responses will be binding upon GSFIC.
