Renovation of a laboratory facility in Beaver, West Virginia. Completed plans call for the renovation of a laboratory facility.
The procurement involves purchasing and installing components to replace the outdated substation behind the Mine Simulation Lab at the National Mine Health and Safety Academy and upgrading the power center in the electrical lab to provide students with modern training equipment. The scope includes rebuilding a complete underground coal mine power system rated at 750 kVA-1000 kVA, ensuring full functionality upon completion. This system requires a high-voltage input section with couplers, interlock switches, a visible disconnect switch, high-voltage fuses, and lightning arrestors. A main transformer with specified primary and secondary voltage ratings, impedance, and frequency must be installed, along with a control transformer and various grounding components, fault monitors, and a zigzag transformer. Output circuits must include multiple circuit breakers with ground monitors, receptacles, and plugs, shipped factory-assembled with complete electrical drawings. The Contractor will provide labor, equipment, materials, supervision, permits, licensure, and any other incidentals to perform the work required within the Statement of Work. It is expected that the Contractor may need to attend a site visit to conduct an overall assessment to determine appropriate steps. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. 5.0 REQUIREMENTS The Contractor shall provide the products and installation services for these products in the Statement of Work. The following products and tasks are required under this Contract: 5.1 750 kVA -1000 kVA COMPLETE MINE POWER SYSTEM The underground coal mine power center is to be rebuilt with all components listed below and Fully Functional at Completion. 5.1.1 HIGH VOLTAGE INPUT SECTION (1) Input Coupler, 15kV, 600A. (PLM High Voltage Couplers) (1) Feedthrough Coupler, 15kV, 600A. (PLM High Voltage Couplers) (1) Palm E-Stop pushbutton (6) Top Cover Interlock Switches (12) Side Cover Interlock Switches (1) Visible Disconnect Switch, 600A, 5kV. Grounded in the open position, Lockable Handle, With Viewing window for switch position (3) H.V. Fuses, 3/7.2kV, Properly Sized (3) Lightning Arrestors, Properly Sized 5.1.2 MAIN TRANSFORMER (1) Primary kVA / Voltage 750-1000kVA @ 4160V Delta or Equivalent Transformer (1) Secondary #1 kVA / Voltage 350kVA @ 995Y/575 Volts or Equivalent Transformer (1) Secondary #2 kVA / Voltage 400kVA @ 480Y/277 Volts or Equivalent Transformer Install counter flashing Impedance 5% to 7% Z Phase: Three Frequency: 60 Hz 5.1.3 CONTROL TRANSFORMER (1) Primary kVA / Voltage Single Phase 480/240/120 volts or Equivalent Transformer 5.1.4 MISCELLANOUS (1) 995 Volt Secondary Neutral Ground Resistor / 575 L-N, 15 Amp, Ground Resistor or Equivalent (1) Back-Up Ground Fault Monitor for 995 Volt Circuit (1) 480 Volt Secondary Neutral Ground Resistor / 277 L-N, 15 Amp, Ground Resistor or Equivalent (1) Back-Up Ground Fault Monitor for 480 Volt Circuit (1) Zigzag XFMR to derive the neutral for the Delta Connected Secondary XFMR (1) Current induced Test Circuit for all circuits without the use of HV, transfer-switch and 120 VAC 20-amp input plug 5.1.5 OUTPUT CIRCUITS (1) E2L 400A 1000V Circuit Breaker with trip range of 500-2500 With MCI 25593 with Ground Monitor and TJB Receptacle and Plug Install one ply of Optimax mineral in Weather King adhesive (4' x 4') 1 completed panel including all devices (1) E2L 400A 600V Circuit Breaker with a trip range of 500-2500 With MCI 25593 With MCI 25593 Ground Monitor and No.64 Receptacle and Plug 1 completed panel including Additional requirements include proper control wiring, labeling, hazard indicators, and adherence to spacing and support standards for high-voltage cables. Existing equipment in good condition should be reused where possible, and the power center must fit existing glass lids in the electrical lab. Finish paint is required, and an onsite visit is highly recommended due to site-specific needs. The substation simulator must also be rebuilt with major components such as a high-voltage vacuum circuit breaker, strain clamps, visible disconnects, neutral ground resistors, current and potential transformers, and lightning arrestors. Test circuits should include relay selection switches, multiple relays from specified manufacturers, breaker control and indication circuits, capacitor trip circuits, and ground monitors. Electrical drawings, isolated ground fields, and selectable test circuits are required. Existing equipment in good condition should be reused, and if the concrete pad is insufficient, a new pad must be installed.
