The work consists of providing engineering services for the implementation of approved Community Development Block Grant (CDBG) project(s). Responsibilities include preparing project cost estimates and preliminary design documents for application preparation. If awarded, services extend through project closeout, including: preparation of plans and specifications, distribution of bid documents, assistance with bid opening and bid tabulation, assistance with execution of construction contracts, holding pre-construction conference, and performing construction inspection with periodic reports and approval of payment requests. Proposals must be submitted in a sealed envelope marked "Proposal for CDBG Engineering Services." Proposals will be evaluated on Qualifications (40 points), Experience (40 points), and Capacity for Performance (20 points). Qualifications should list the qualifications of assigned personnel; Experience should detail the firm’s relevant experience and past projects including grant types awarded, activities, and project statuses; Capacity for Performance should list the number and titles of staff assigned to the project. A selection committee will evaluate proposals and may hold them for up to 30 days for review. The Town reserves the right to reject any or all proposals. After any required CDBG award(s) and environmental clearance, contract award will go to the highest-ranked proposal. Contracts will be fixed price per the established CDBG fee schedule and will detail the scope and extent of work and essential requirements.
