Site work, new construction and renovation of a laboratory facility in Federal Way, Washington. Conceptual plans call for the renovation of a 154,000-square-foot, one-story above grade laboratory facility; and three-story above grade laboratory facility.
Provide Architect/Engineering (A/E) Design, Permitting, Bidding, Construction Administration, and Closeout services for the new Crime Lab South location for the Washington State Patrol. This project includes two options: 1) Purchase and renovate a 154,000 GSF existing office building in Federal Way, configuring it for multiple lab functions and future expansion, or 2) Construct a new three-story facility on an existing State-owned parcel, consolidating services currently located in several cities. The new or renovated facility will include spaces for key forensic disciplines and administrative functions, with renovations or new construction triggering required code compliance and system upgrades. The project aims to consolidate labs, improve case processing, and support future growth. The selected A/E team will be responsible for full design, permitting, construction documents, bidding support, construction administration, project closeout, cost estimating, and LEED Silver (or better) certification if new construction is selected. Firms must be licensed in Washington State and demonstrate relevant project and discipline experience, especially in crime lab design, sustainable design, and life cycle cost analysis. Submittals will be evaluated and finalists interviewed as part of a two-phase selection process." Submittal instructions include a maximum of fifteen 8½ x 11 single-sided pages (with specified exclusions), electronic-only submission via the DES Bonfire Hub, and the use of a provided format including a title page, cover letter, contact form, executive summary, qualifications, experience, and other specified sections. Firms must follow Washington State regulations, meet licensing requirements, and adhere to all instructions regarding submission format and content. The process includes evaluation of qualifications, oral interviews, and consideration of strategies for diverse business inclusion.
