The scope of work involves furnishing approximately 750,000 gallons of Magnesium Chloride (MgCl2), F.O.B. Moffat County, Colorado, priced per gallon in place. The contractor shall provide 2 distributor trucks equipped with pressurized spray bars capable of uniformly applying the magnesium chloride at a controlled rate from 0.1 to 0.6 gallon per square yard on various locations throughout Moffat County. Equipment must include computerized measuring instruments, bar pressure gauges, flow rate gauges, radar-controlled speed displays, and full circulation spray bars with adjustable widths. The trucks and crews must be capable of applying up to 30,000 gallons each for approximately 12 working days, followed by 1 truck for an additional 20 working days. The quality of MgCl2 must be at least 30% and weigh no less than 10.8 lbs per gallon. The contractor must record and provide accurate documentation of quantities, locations, and distances applied, allow county random testing, and provide insurance proof. The unit price and terms also apply to other approved local agencies and Homeowners Associations. Moffat County will require uninterrupted deliveries after the bid is awarded, with the contractor to supply storage tanks as needed and potentially deliver to a County Shop storage tank up to a specified date. Instructions to bidders: Submit all copies of the bid and required documents in a sealed, opaque envelope addressed as specified, with clear project identification. Submit by the specified deadline or the bid will be returned unopened. Firm prices for ninety days are required. Exceptions or deviations from specifications must be explicitly stated and explained on a separate page. Moffat County reserves all rights to reject any or all bids, waive irregularities, and accept bids in its best interest. Discrepancies in numbers or sums will be resolved in favor of words or correct sums. This bid award may be nonexclusive. There are potential liquidated damages for late delivery. Awarded contractors must meet all obligations or contracts may be canceled.
