Renovation of a mixed-use development in Inglewood, California. Completed plans call for the renovation of a municipal facility; and fire / police facility.
**As of March 03, 2026 , this project has not yet been awarded. The project is expected to be awarded on sometime in April.** The City of Inglewood seeks a Heating, Ventilation, and Air Conditioning (HVAC) System Cleaning Contractor to perform comprehensive cleaning and restoration of HVAC system components. All components related to the air ventilation systems at City Hall, City Service Center, and the Police Station must conform to Air Conditioning and Refrigeration (ACR) and National Air Duct Cleaners Association (NADCA) standards. The scope includes cleaning the entire HVAC system, specifically including, but not limited to, internal surfaces, coils (evaporator fins), blowers, condensation pans, and drains of air handlers; all supply, return, and exhaust air ducts (both flexible and rigid); air distribution devices such as registers, grilles, and diffusers; and internal components such as turning vanes, dampers, heat exchangers, and air plenums. Licenses required include NADCA ASCS and CVI certifications. Bidders must provide a 10% bid bond, a 100% payment bond, and a 100% performance bond. Question Deadline 01/06/2026 at 12:00 PM PT One (1) original unbound and one (1) electronic file on a USB drive for Cleaning of the Heating, Ventilation, and Air Conditioning (HVAC) Systems. ATTN: Jorge Ochoa, received on or before, but no later than January 14, 2026, at 10:30 a.m. (PST) at The Office of the City Clerk. The City will not consider any responses received after the specified date and time The Contractor will provide the labor, material, and parts required to complete the project. The total square footage for each building are as follows: City Hall is 222,760 square feet, the Police Station is 35,240 square feet, and the City Service Center is 18,600 square feet. All work must be done between the hours of 5:30 p.m. and 5:30 a.m. The entire HVAC system must be cleaned, with the following included but not limited to: - Air Handlers: Internal surfaces, coils (evaporator fins), blowers, condensation pans, and drains. - Ductwork: All supply, return, and exhaust air ducts (both flexible and rigid). - Air Distribution Devices: Registers, grilles, and diffusers. - Internal Components: Turning vanes, dampers, heat exchangers, and air plenums. Inspection and Documentation Conduct a thorough visual inspection and document the "before" condition of the system, using photos and notes. (a) Identify areas requiring attention, structural issues, or suspect microbial growth, which requires specific remediation protocols per the American National Standards Institute (ANSI)/Institute of Inspection, Cleaning and Restoration Certification (IICRC) S520. (b) Verify the system components and note any exisiting access points. Preparation and Containment Establish Level 1 containment (minimum requirement) to prevent the spread of contaminants into occupied spaces. (a) Place the portion of the HVAC system being cleaned under the continuous negative pressure using High Efficiency Particulate Air (HEPA) filtered vacuum collection equipment (b) Protect non-work areas, flooring, and furnishings with clean, protective coverings. (c) Create service openings in inaccessible areas of the ductwork as necessary to accommodate cleaning equipment, and all openings must be sealed properly upon completion. Cleaning Process (a) Employ source removal cleaning methods, utilizing mechanical agitation devices (e.g., brushes, air whips, compressed air) to dislodge contaminants from internal surfaces of the ducts and components. (b) The dislodged debris must be captured concurrently by the negative pressure vacuum system. (c) Clean air distribution devices (registers, grilles, and diffusers). (d) For coils and other wet-cleanable components, use appropriate wet cleaning methods and ensure proper drainage and drying. (e) Verify cleanliness after cleaning has been performed, ensuring all components are visibly clean. Post Cleaning and Restoration (a) Seal any leaks in the ductwork or service openings with a sealant, coating, or fastener in accordance with the standard. (b) Replace all filters with new, high-efficiency filters as recommended. (c) Return all components and the system to the original operating settings recorded during the pre-inspection phase. (d) Dispose of allremoved debris and consumablesin accordance with applicable regulations. Verification and Reporting (a) Conduct post-cleaning visual inspection to confirm all of the surfaces are "visibly clean" as defined by the ACR and NADCA standard. (b) Provide the City with detailed documentation, including the "before" and "after" photos, a summary of the work performed, and the confirmation of adherence to the NADCA standards.
