The Town of Clayton is seeking proposals from experienced and qualified firms to perform a Downtown Parking Study. The purpose is to provide a comprehensive analysis of parking supply, demand, access, and connectivity to ensure the downtown core can support anticipated growth in commercial, residential, hospitality, and even activities. The Town will not entertain any further questions after the due date. Respondents are strongly advised to online. Downtown experiences a variety of activities, including commercial, civic, visitor, and pedestrian use. Main Street and its adjacent streets are characterized by constrained rights-of-way, an active rail corridor, on-street parking, and high pedestrian activity. The corridor also supports transit operations, delivery activity, and frequent crossings. These factors create competing demands for limited space within the public right-of-way. To ensure that future mobility, parking, and access decisions are grounded in measurable conditions, the Town seeks a comprehensive, data-driven assessment of parking supply and demand. The study will help establish a clear understanding of existing conditions and support the development of long-term strategies and recommendations that enhance the downtown experience for all users. The following is a basic, but not necessarily all-encompassing scope of work. The final scope of work and price shall be negotiated with the Town with the most qualified, responsive firm. A. Existing Conditions Assessment 1. Parking Inventory - Identify and map all public on-street parking spaces (type, time restrictions, ADA). - Identify and map all public and publicly accessible private off-street parking lots. - Identify and map all Public-Private Partnership spaces. - Document ownership and access restrictions. - Review of parking management practices, enforcement policies and fines. 2. Parking Utilization Study - Conduct hourly occupancy counts multiple times of day over a defined study period ensuring observations occur during typical operating conditions. - Document peak periods, turnover, and duration of stay. - Identify high-demand blocks and underutilized areas. B. Future Needs Assessment - Project future demand based on land use, redevelopment plans, and event programming - Parking demand forecasting based on redevelopment, event center programming, office, residential growth trends. - Identify parking system issues C. Recommendations - The following tasks may be completed as a subsequent Phase II effort after the completion of the initial study and based on identified needs. - Policy Comparison with peer municipalities of similar size and constraints - Provide parking recommendations (policy, supply, shared use, signage). - Identify short, medium, and long-term improvements and cost estimates - Provide conceptual layouts when appropriate. - EV Parking - Evaluate the future demand of EB charging parking spots. Make recommendation on EB charging signage, revenue and enforcement. D. Deliverables - Draft and Final Downtown Parking Study - Existing Conditions Report - Executive summary, maps and Parking Utilization Dataset - Recommendations Report - Presentation to Town Council E. Project Schedule- The town anticipates holding a kickoff meeting between March 2-13, 2026. The selected Firm shall complete the study in accordance with the project schedule below: - First draft of all major deliverables shall be submitted within four (4) months of the kickoff meeting or issuance of the Noice to Proceed. - Final deliverables shall be submitted following Town review and feedback, in accordance with a mutually agreed upon schedule established at project initiation. The Firm's proposed approach should reflect ability to meet this timeline.
