The estimated Budget for this Project is $15.5M Question Cut Off Date 1/21/2026 3:00:00 PM (CT) Widen the existing 2-lanes asphalt road section with roadside ditches to a 5-lanes reinforced concrete road section with a storm sewer system and reconstruct Wichita street, from the IH 20 to Roy C. Brooks Boulevard. Water and Sanitary Sewer relocation and adjustment of facilities on Wichita Street. Water line extension from E. Altamesa Boulevard to 400 feet south of Tiffany Meadows Lane, to eliminate everman deduct meter. This Project is for Tarrant County Transportation Service Department. Bids will be evaluated and awarded to the lowest total bid meeting specifications. Event pre bid meeting description : Questions from bidders will be addressed at the pre-bid conference. Any vendor who submits a bid without attending the scheduled pre-bid conference does so at his own risk. Tarrant County, hereinafter "Owner" is seeking bids from qualified construction firms to provide Construction Services, necessary for: Part I: Widen the existing 2-lane asphalt road section with roadside ditches to a 5-lane reinforced concrete road section with a storm sewer system and reconstruct Wichita street, from the IH 20 to Roy C. Brooks Boulevard. Part IA: Water and Sanitary Sewer relocation and adjustment of facilities on Wichita Street. Water line extension from E. Altamesa Boulevard to 400 feet south of Tiffany Meadows Lane, to eliminate everman deduct meter. In accordance with the terms, conditions, and requirements set forth in this solicitation. A. The Wichita Street Widening Project is structured in 2 parts: Part I: Widen the existing 2-lane asphalt road section with roadside ditches to a 5-lane reinforced concrete road section with storm sewer system and reconstruct Wichita street, from IH 20 to Roy C. Brook Boulevard. Part IA: Water and Sanitary Sewer relocation and adjustment of facilities on Wichita Street from E. Altamesa Boulevard to 400 feet south of Tiffany Meadows Lane. Contractor shall consider in both Part I and Part IA: a. All Construction Contract conditions attached herein as Volume 1 - Transportation. b. Prevailing wage rates, in accordance with the Texas Government Code, Chapter 2258, attached herein as Volume 1 - Transportation. c. TWCC Rule 110.110 Workers' Compensation Insurance Coverage attached herein as Volume 1 - Transportation. d. All Project Plans and Technical Specifications are attached and herein. e. Prior to the start construction activities, Contractor shall: i. Secure and pay for all necessary permits, licenses, inspections, easements, right of entries, required by Law for access and permission to use the Site and for the completion of the Works. Secure and pay for all certificates of approval that are required and deliver them to Tarrant County representative before final acceptance of the Works. ii. Ensure that erosion control measures shall be in place, and a storm water pollution plan shall be prepared, maintained, and operated for the length of the Contract. Provide an implement SWPPP measures in accordance with TxDOT specification 506. iii. Locates and protects existing public and private utilities on Site and perform improvements. Contractor shall verify the exact location of all utilities prior to construction. Contractor shall contact utilities companies in advance of any construction activities to determine if there is any conflict with the proposed facilities. f. Provide and install all traffic control measures in conformance with the Texas Manual on Uniform Traffic Control Devices and the Plans for the construction of Wichita St Widening (Part I) and the Plans for Water Line extension on Wichita St to eliminate everman deduct meter. g. Provide and maintain interim access from roadways currently in use to all driveways and intersecting roads. h. Provide certified elevations by a surveyor for subbase for each course of roadway and ditch flowline to verify elevation, per drawings and specifications A. The scope of work shall be based on the final Drawings and Specifications prepared by Engineering Consultants. The work may consist of, but is not limited to, the following: Part I: Widen and reconstruct Wichita Street to 5 lanes, performing and providing concrete pavement, lime treated subgrade, channel crossing, sidewalk, storm sewer, traffic control, traffic signals and pavement striping. Also, Contractor shall consider a. Traffic control plans b. Traffic control Standards c. Traffic signals d. Roadways e. Drainage f. Utilities g. Illumination h. Signing and pavement markings i. Removals Contractor shall provide all transportation, trucks, earth-moving equipment preparing right of way (ROW), roadway, excavation, embankment, supply of materials, reinforced concrete, sidewalks, curbs, driveways, guardrail, retaining walls, box culverts, signal foundations, thermal plastic pipe, PVC water pipe, DIP water, joints, water carrier pipe, casings, gate valves, fire hydrants, plugs, pavement (asphalt, concrete, gravel) removal, removal and salvage of water meters, debris removal, removing and disposing of all obstructions, trees, walls, driveways and other structures; waterline lowering, RCP, cathodic protection, sewer pipe PVC, sewer carrier pipe, manholes, pre-CCTV inspections, signal heads, detection devices, cables, multi-conductor cables, signal poles, pavement marking paint, aluminum signs, bypass pumping, freight, parking, fuel, temporary works, temporary asphalt paving, temporary facilities, Site quality assurance and quality control, safety, safety trench and security associated with the Works described on Project final P l a n s , Drawings and Specifications prepared by Engineering Consultants. Contractor shall perform the Project in accordance with all applicable National and Local codes and code authorities. Contractor work shall conform to North Central Texas Council of Governments (NCTCOG) - Public Works Construction Standards, Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges adopted by Texas Department of Transportation in 2014 (TxDOT), and all Local, State, and Federal codes. Part IA: Relocate and adjust of Water and Sanitary Sewer facilities on Wichita Street including but not limited to: a. 24" Line Stop & Tap - Prestressed Concrete Cylinder Pipe b. 24" HDPE Water Pipe c. 8", 2" and 24" Water Pipe d. 12" Water Carrier Pipe e. 24" Casing by Method Other Than Open Cut f. 24" Casing by Open Cut g. Cathodic Protection h. Sewer Bypass Pumping, 18-inch and smaller i. CCTV, 8-inches Sewer j. 8" Sewer Pipe k. 8" Sewer Carrier Pipe l. 20" Casing by Method Other Than Open Cut m. 20" Casing by Open Cut n. Sanitary Sewer Manhole/Structure Interior Lining - Warren Coating o. Asphalt Pavement Repair p. Concrete Pavement Repair Contractor shall be responsible for the maintenance of the proposed Water System Facilities during construction stage, and the relocation of Water System Facilities and connection of services to customers. Contractor shall allow the City of Fort Worth representative to observe and inspect all materials and equipment, testing and review of shop drawings. Contractor shall allow the City of Fort Worth representative to observe and inspect all acceptance testing. Contractor shall comply with all Texas Commission on Environmental Quality and all other regulatory rules, regulations and Laws
