The submission of a Bid shall be construed as conclusive evidence that the bidder has made such examination as is required in this section and that the bidder is conversant with local facilities and difficulties, the requirements of the Bid Package documents, and of pertinent, local, state and federal laws and codes, prevailing local labor and material markets, and has made due allowance in its bid for all contingencies.
