The Contract Documents define the full project scope. Bids must be submitted using the prepared bid forms, sealed, and clearly marked as specified. No modifications to the enclosed Instructions to Bidders, General Conditions, Supplemental Conditions, or Specifications are permitted prior to bid acceptance except as allowed by addenda. Bids that propose modifications will be deemed non-responsive. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in one of these categories: (C008) General Construction, (C009) General Construction/Alterations/Additions, or (C032) HVACR. Bidders shall also be prequalified for or include documentation for prequalified subcontractors for (C032) HVACR, (C030) Plumbing, and (C047) Electrical. All must provide specific prequalification documents and affidavits as required. All required forms, affidavits, certificates, and bid security (10% of bid, not to exceed $20,000, plus a Certificate of Consent of Surety) must be submitted as detailed. All relevant statutory and regulatory requirements must be met, including workforce reports and ownership statements. No bids may be withdrawn for sixty days after opening. The contract will be awarded to the lowest responsible bidder. The Board of Education reserves the right to reject non-responsive or all bids and waive minor informalities or non-material exceptions.
