**As of January 8, 2026, the project was awarded to Western Construction Inc., with an awarded amount of $954,418.70. ** The work generally consists of milling 51,967 square yards of asphalt roadway at a 1-inch depth on Nemo Road, and overlaying 3.62 miles of 24-foot wide roadway with a 3-inch lift of Class E Type 1 asphalt. The contract will be awarded based on the owner's best interests, considering the lowest cost combination of responsive, responsible bids for the base bid and various schedules, alternatives, and additive alternates as selected by the owner. Instructions to bidders include: bids must be submitted as cash payment for work, accompanied by a bidder's bond in the amount of five percent (5%) of the bid, payable to the owner. All bonds must comply with South Dakota Code 5-18B. The bid bond and a copy of the contractor's license or certificate of renewal must be in a separate envelope attached to the outside of the bidding documents. All bids must be sealed. Bidders must obtain bidding documents from the Construction Industry Center or the designated office to be registered and receive addenda. The owner reserves the right to hold all bids and bid securities for up to thirty days, or up to ninety days for the three lowest bids, and may waive any formality or reject bids from parties with delinquent or unfaithful performance on former contracts.
